领袖的无能,人民的无奈!

在乌也路第七巷的居民投诉说本来他们的屋子没有这么容易进水,可是在最近有关当局在没有疏通水沟的情况下填高马路後他们的屋子就“逢雨”成灾!
他们还投诉他们有跟那些施工的人交涉要他们先做好水沟才填高路面,可是却被问“你们不要填高路面吗?不要的话,打一个电话给市议会就好了。”

部长和主席那会明白中下层人民的悲歌?一次水进屋的损失不是一笔小数目,心灵上的悲痛更不是高高在上的国阵领袖所能体谅的到的。
如果不能做到,何不自己下台呢?

诗巫还是一雨成灾,1亿3千7白万在哪? A day of flood in Sibu. 4 different sites yet the same story.























今天我和两个党同志,卢增国和刘会文,一天跑4个水灾黒区。1)华侨路 2)林开琴路 和阿婆罗路 3)Kampung Bahagia 4) 中兴小学路

4个地方,同样的问题, 就是一雨成灾。几年来,能投诉的管道都投诉了,议员大人们的大门也上了,就是没有任何的下文。 有的说,没有经费,有的说“慢慢的来”,有的只是“应酬似”的回应。

到底人民的家有经过多少次的“水洗礼”,投诉多少次,损失多少钱财和经过多少日的提心吊胆,政府部门的高官和高高在上的议员大人们才会“感受”和“体会”到人民的痛苦?

今年,政府宣布发放马币1亿3千7白万给诗巫来治水。这是纳税人的血汗钱,不是国阵高官的私藏钱! 这笔钱,如果给我们在野党,是可以做多少的事情。挖河床,建设新的洋灰排水系统和挖通阻塞的沟簗等等。

A)在辛运村,那里有接近2000间房屋的地方,就没看到有任何的基本设施如排水系统。政府怎么可以这样的对待人民?虽然说是settlement scheme,他们也有还门牌税和土地税哦,难道说政府歧视他们,就因为他们是中下阶层的家庭?

遗憾的是,虽然说是“辛运村”,人民没有觉得任何的辛运,因为那个地方一雨成灾。

B) 在林开琴路,那是诗巫一条重要道路之一,可通往两间政府中学,Rantau Panjang 造船厂,还有几千间私人房屋。是多么重要的道路,可是每次都一雨成灾。我在不久前,刚刚呼吁政府把这条路填高,好让人民可以在雨季时能够从容的出入。

C) 在中兴小学和中兴幼稚园后面的一条路,今天水高3-4尺!一个姓江的居民告诉小弟说一年多前他已经告诉这边的州议员他们的困境,可是得到的答复是”没有经费”。 他的屋子需要“抽水机”24个小时操作,就像一个 “小荷兰”呢!

D)华侨路,一个在市中心的路。一年到头都面对水患的困境。以前我爸爸的老家在哪,他和我的妈妈不懂受了多少的罪。实在是太“岂有此理”了。听说政府不打算更新那个地区快到期的土地地契,应该是打算开个“200 依甲的大湖”来降低诗巫的温度(人联的副部长说的),哈哈哈。。。

诗巫,如果继续的在国阵管理下,应该是“死葫芦”一个。诗巫的前程就让我们一起来决定吧,好好利用我们手中的一票吧!

The wawasan team is simply not listening



Although the majority of the people in Sibu agreed that the Rajang river must be dredged to solve the frequent flooding of Sibu, the local SUPP leaders and the authorities concerned are not convinced or simply ignore the plight of the people and announced that dredging is the solution to the problem.

The DAP, the United Chinese Association, the Chinese Chamber of Commerce and many other associations are all urging the government to dredge the Rajang river instead of building bunds to shield the town from flood.

The State Drainage and Irrigation Department (DID) director, Wong Siu Heng, announced that a flood mitigation proposal for Sibu would soon be posted on its website: www.did.sarawak.gov.my.

He said the purpose was to get it reviewed by experts worldwide.

“If you have any questions or doubts regarding the proposal, you are welcome to post your questions and we will try to answer them,” Wong was quoted as having said.

“We also maintain that dredging of the river is not a holistic solution to the problem.”

Wong’s remarks sparked off criticisms from the local branch of Democratic Action Party (DAP).

During a press conference at its office here on Wednesday, its publicity chief, David Wong, was quoted as having said: “Dredging the riverbed will reduce the occurrence of floods here. Water in the river always overflows because the riverbed is shallow after years of silting.”

On Wednesday, Bintulu MP Datuk Seri Tiong King Sing was reported to be frustrated by the refusal of the DID director to accept river dredging as a way to mitigate the floods here.

“The siltation has become so serious that it has badly affected the river transport business. If this situation continues to deteriorate, the stretch of the river from Jalan Lanang area to Kapit would burst its banks frequently, flooding the surrounding areas. Why does he look at the RM400 million levee-building project all the time?” Tiong reportedly asked.

Tiong concluded that at the moment there is no need to build levees here because unlike Holland, Sibu is not below sea level.



黃順舸:挖河岸建議呈首長
全面探討5治水方案

(詩巫2日訊)砂第二財長拿督斯里黃順舸表示,國陣發展宏願隊伍已收集,且瞭解民眾對治水的意見。宏願隊伍將實行適當的治水方案,其中或將考慮多元化方案,以及將向首席部長反映挖沙疏浚河道的建議。

“近日來,公會、社團及民眾皆發表許多有關治水課題的意見,國陣宏願發展隊伍已收集所有言論,也瞭解人民的意願。人民代議士一定要聽取民意,所謂得民心者得天下。”

黃順舸在交流會上重新解釋治水方案,顧問、專家們討論所得,共有五個治水方案,第一是在上游建水壩,以提防大量水往下遊沖。

“第二是開鑿運河,古晉目前也在探討此方案以解決水患,但在詩巫此方案不可行,因為在哥樂多開鑿一條運河,單是徵收地段的收費就高達2千萬令吉。此外,部分河道將會面臨干涸的窘境。”

也是砂州城市發展及旅遊部長黃順舸是今早在國陣宏願隊伍與詩巫省華人社團聯合會針對治水課題進行對話會時,做出上述表示。

第三個治水方案是上個月提出的建設堤壩。黃順舸表示,在初聞專家們的意見時,他與民眾的反應是一樣的,因此自掏腰包邀請中國南京與上海的水利專家前來鑒定此治水方案的可行性,最終他們的答案是一致的。此方案是當務之急,可以保護詩巫高達80%的民眾。

他續稱,第四項方案是疏浚河道。他說,此方案必須以立方米計算江中所挖掘的積泥體積,而且疏通工程耗資巨大,並且還要考量上游所沖下的水中含沙量。

“除非上游一切伐木活動停止,否則就無法根治淤泥堆積的問題,挖深河床后,淤泥會繼續沉澱。如果一切經濟活動停止,人民生計將受到影響,包括航運業者等,最后將得不償失。”

但黃順舸表示,局部疏浚河道也是一個解決方案,或許在光華、哥樂多及新珠安河一帶淤泥堆積嚴重的地方給予疏通,這也是人民的聲音,不妨一試。他應允華團將向砂首席部長丹斯里泰益瑪目反映,將光華一帶局部挖沙的工作交給華團負責,由華團向有關當局申請,同時決定應該如何進行有效的疏通工作。

他坦言,河床挖出來的淤泥80至90%是無用的爛泥,該丟棄在哪里也應該考量。另外,可能不到3個月時間,上游大水一來,便前功盡棄。

接著他提出第五項方案,就是解決當前的問題,填高詩巫現有的主幹道路。從實打胞到南蘭路,以及所有水患黑區的主要道路提升,以免陸路交通在水患發生時被中斷。

“1963年至2008年期間,詩巫共泛濫23次,因全球氣候改變,近年來詩巫3至4年發生一次水患,甚至有時在一年中會發生兩次以上的水患。詩巫發生的並非是水災,而是水患,只是帶給人民數天的不方便。”

黃順舸說,在收集民意及各造意見后,國陣宏願發展隊伍將與治水顧問專家進行另一輪的探討,以尋求最終的解決方案。

Flood hit Sibu again, the 2nd big one within 40 days!

The dreadful flood hit Sibu again and this time just after the general election. It was “good” timing for the BN as it has already won both the Sibu and Lanang parliamentary seats.However, would the BN cares about it now that the election is over and done with? The reality set in and the curses by the people would fallen on deaf ears of the politicians who only cares about the votes.

I was in Kuching today for our DAP state committee meeting and was at the Kuching airport at around 2:30 pm for my return flight scheduled at 3:55pm when several individuals approached me and told me “Sibu is flooded again!” I was not remorse to the sad news but I really did not know how to react appropriately at the instances. I also received numerous calls from the public that the flood is as bad as the on on the 12th December 2007. Should I respond angrily to the bad news or should I respect the decision of the people in Sibu in putting their faith with the BN in the eradication of flood in Sibu? I remember the BN’s election pamphlets telling the people that the BN is eradicating the flood while the DAP is only interested in fooling around in flood water.

Didn’t DAP lost badly (43 votes) even at the worst hit flood-prone area such as at the St. Rita polling station and the first 3 strings and first 4 strings of Uk Daik and Tiong Hua respectively to the BN’s candidate after both parties presented their views and opinions about how to eradicate the flood in Sibu? Didn’t the people in Sibu decided to trust the BN to eradicate flood in Sibu even after they had suffered for the past decade and had chosen to give the mandate to the BN?

But on the other hands, DAP still won in Bukit Assek although with a slim majority of only 311votes. It showed that the people in Bukit Assek still put their faith and hope with the DAP. These are generally the ordinary blue collar sector that had suffered in vain under the BN administration and are worst hit by the frequent flood in Sibu. Each flood brings properties damages to the people as their cars and houses are frequently submerged in water and cost them a small fortune in repair fees.

Now, what is the root cause of the frequent flood in Sibu?
It is the heavy silt built-up in the Rejang River bed which had never been dredge all these years. Heavy deforestation in the upper Rejang River by the logging industry in the past 40 years brought erosion and destroyed catchments areas along the Rejang river banks. In the 60s and 70s the mighty Rejang River used to be crystal clear and measures some 30 feet in depth but the human destruction of the natural environment had made it “sick” and it is now only 6 and 1/2 feet in depth. Now, where would the water flow when there is heavy downpour in the upper Rejang basin? Of course, it overflows the river banks and into the inland such as the Lanang areas and Jalan Kapor, Jalan Hua kiew, Jalan Tiong Hua, Jalan Bukit Assek, Jalan Amoi, Berlian Lane and all the residential areas in Bukit Assek.

The solution is to dredge the Rejang River bed of course!
That has been universally accepted by the majority of the people in sibu except the Sibu BN Wawasan Team. For reasons best known to them, they refused to accept the DAP’s proposal to dredge the Rejang River bed and proposed instead to built the xxxx from City Vine to the Kingwood hotel and to the Sungai Merah township. That proposal of the BN would cost RM 400 millions. That BN’s proposal is not workable as it does not solve the causation part of the equation. The DAP’s proposal cost the government nothing by simply issue out more licenses to excavate the sand from the Rejang River bed. Since it costs the government nothing to issues sand excavation licenses, then what is stopping the BN GOVERNMENT? The Sibu BN Wawasan Team has a lot of explanation to do to the people if it is a caring and responsible team.

How could the BN eradicate flood when it avoids facing the root cause of the flood? We in the DAP are monitoring the election promises and pledge of the both Datuk Tiong Thai King and Datuk Robert Lau to bring in the RM 400 million flood eradicating funds within this year. The people in Sibu are watching both the MPs in Sibu closely and make sure that they are serious in eradicating flood in Sibu. Time is ticking and the people are suffering in vain, so both Yang Berhormat, please put the action where your mouths are, solve the flood problems.

Our proof! Rejang river and Sibu's flood

The photos shown here were taken in 2005 when DAP leaders took a tour of the Rejang river to prove to the government that the siltation of the river is the main cause of the serious flood in Sibu.


The photo shows the depth of the Rejang river, a mere 7 feet deep at the center of the river. The bamboo stick in Wong Ho Leng's hand is proof of the discovery. The DAP chartered a boat in 2005 to prove to the government that the siltation of the Rejang river has caused the river banks to be over-flown so easily and frequently. The situation is getting worst by the year and yet the government is not doing anything about it.







The land in the photo should not be there at all, it was built up by the sand and the siltation caused by erosion and neglect by the authorities. Imagine the effect on the water-flow and the volume it takes away from the Rejang river. This is disastrous!




Behind me is the massive sand bank built-up a few hundred feet from the original river bank. We can see trees and other vegetation on the sand built-up area as well, this will transformed into part of the river bank replacing what is supposed to be part of the river.





Years of neglects and erosion brought by the over deforestation in the up-stream of Rejang river has brought disaster to the river. The people of Sibu are paying for the environmental destruction caused by the government's policies and a few timber conglomerates. The original river bank is almost a kilometer from the presence one.




The photo here shows the sand dunes built-up by the Rejang river's bank because of siltation.The sand dunes the actual river bank, it became part of the land instead of the river!






Are the photos sufficient proof?
Anyone looking at these photos would see for themselves the reason why Sibu is so easily flooded and why the situation is getting worse in the past 7 years. We have published these photos in the press in 2005 and i am sure the SUPP leaders in Sibu know about these, then why the hell they did not act?


Indeed, why didn't they act?
The SUPP simply does not have the political will to stand up for the people of Sibu. We all know that there is a company who obtained the monopoly license to collect royalty from those who excavate sand along the Rejang river here.
I have personally request the SUPP leaders to declare the persons behind the company and why its interest is over-and-above all the 220,000 peoples' in Sibu. But the SUPP leaders did not dare to declare the facts to the people and kept on misleading the people that they are taking steps to mitigate the flood in Sibu.
Where were the expects' reports
The Wawasan team had earlier paid expects from China and Taiwan to come up with a master blueprint of the flood mitigation plan for Sibu. Years had passed without any concrete effort and we have yet seen them published the blue print at all. One professor from Taiwan was reported paid no less than half a million ringgit for her consultation work!
Where is the road ahead for Sibu?

The evacuation by the DAP

























Sibu has been submerged under water for the past 2 days and the situation is not getting any better in the next day or so. The pictures above were the perfect reflection of the seriousness of the flood and the efficiency of the authorities especially the agency in-charged of the flood's rescue and relieve team.

Yesterday, when more than 1/2 of the Sibu township was submerged under water, the whole Special Relieve Center ( set up by the government and among them were the Resident of Sibu, the Adun for Dudong, the Adun of Parlawan, the deputy chairman of the SMC) was still having their meeting in Wisma Sayang by 11:30 am!How did i knew about this? We were at the Rejang Medical Centre when we saw a SMC's truck dropped by with a patient on board and was told by the truck driver that they were sent there as the Special Relieve team was still having the meeting at that time. A few staffs of the Rejang Medical center also overheard our conversation. That was the most unprofessional and unaccepted standard we would expect from the agancy in-charged of the rescue operation as they should operate immediatelywithout having to wait for meeting or discussion by the members, it should work like the Bomba who reacts immediately with a phone call.

Today, when i tried to contact the Special Relieve Center today, there were much difficulties and even when the phone got through, i could not find the person in-charge. It seems that the center is not an emergency relieve center but just a normal government office. There was only a single line phone with the operator who spoke Bahasa Melayu only.
The same thing also happened to the old woman's family when they tried to request assistance to evacuate her from their single-story residence at lane 8, Jalan Tekam. As the water started to pour in last night(12/12) at about 10pm, the family members called 999 for assistance, the call for help was not answered.

Today (13/12)at 11:30pm, the family called the Special Relieve Center to help to evacuate the old lady. They waited until 2:30pm but no help came to them, so they called again and was told that the help would be there within half an hour, i.e at 3:00pm. But what happened? Was it an empty promise or simply a cruel joke?

Fate interfered,luckily for them and the Special Relieve Center, the team of DAP went to the site this afternoon for our rounds, the team headed by the undersigned included Fong Poh Teck(DAP Miri Chairman) , my own wife and wong Leong Kok and another supporter. We were approached by the granddaughter of the old lady who shouted "Help us!" Upon inquiry, we immediately took up the responsibility to evacuate the old lady who suffers mild stroke yaers ago. Luckily everything went smoothly and the whole operation ended in 15-20 minutes.
I must express my thanks to one of the residences of Jalan Tekam who offered us the sampan(small boat) in the first place without which we would not be able to evacuate the old lady immediately and that could brought much anxiety for our team and the family members of the old lady.
