What is the difference?

The government has no plans to give the soon-to-be established independent MCPX Malaysian Commission on Anti-Corruption (MCAC) any prosecution powers, the Dewan Rakyat was told today.

"The prosecution power is (the discretion) with the Attorney-General (Abdul Gani Patail)," Minister in the Prime Minister's Department Mohd Nazri Abdul Aziz told Teo Nie Ching (DAP-Serdang) during the 90-minute question session this morning.

He added that there was a clear separation of duties involving several government agencies when it came to probing and prosecuting offenders.


My comment: What's the difference?

The move by the BN to formthe MCAC is simply a political gimmick to show the people that the PM is serious about fighting corruption as it was one of Abdullah's election pledges. But if it has no procecution power, then it is another toothless tiger at the command of the PM. Corruption has been one of the main reasons that the BN was rejected in the March 8 election as it is the mother of all evil in the failed BN administration.

So, what is the difference between ACA and PCAC? What is the difference between the Abdullah administration before and after the March 8 election? As far as most Malasyian are concern, they remain the same.

What kind of world are we living in?

SUPP's leader, a class of its own.

Below is a news report(mandarin) from United daily news reporting the speech of the youth leader of SUPP sibu branch. Mr. Benson Chua was reported blaming the DAP for the corruption of the BN government of which his own SUPP is a partner!

It shows the "intelligence" of the SUPP leaders and the characters and class of its leaders. On the one hand, he asks the people to give a 100% support to the SUPP in the coming election saying that if the 2 SUPP leaders in Sibu can not secure victory in the coming election, then there will be no "representatives" to represent the people, while on the other hand he wants the DAP (opposition) to supervise the BN effectively.

Mr. Chua is considered the 3rd highest ranking youth leader in the SUPP and his stand reflects those of the SUPP's youth leadership and SUPP central committee as well. By this standard, it shows the quality of the SUPP as a political party and its political ideology as a whole.

The ex- health Minister Dr. CSL should have learn from him and put the blame on his wife for not "supervise" his adultery. Abdullah Badawi should also put Mr. Benson Chua in the line-ups for the general election so that he can be appointed as a member of the cabinet as Mr. Benson Chua has the most "brilliant" mind that could tell the world that Malaysian corruption is the fault of the opposition and that the BN is actually the victim.

What kind of world are we living in? It is simply beyond my comprehension and for that matter, most of the human kinds that have a least an IQ of 10!!

（本报诗巫27日讯）人联党诗巫支部青年团团长蔡明成指出，若是监督有效，我国就不会发生贪污腐败的事件。　他说，国阵贪污腐败是反对党的错，若反对党‘监督有方”，国阵还会这么腐败吗？　他表示，反对党只会描黑事情，吓坏有意前来的投资者，最终本地经济停滞不前。党派有责任发展地方　他于昨晚该党诗巫支部青年与妇女组主办的“鼠年行大运，数也数不完”晚宴上说，作为一名代议士，不管是来自国阵或反对党，只要是人民代议士，都有责任为地方带来发展。　蔡明成表示，反对党代表古晋及武吉阿瑟。但这两区的议员只会天天叫骂，以手指路、桥及水沟等问题，想借此引起群众不满。　他称，中选的代议士，就要设法为选区带来发展，而不是挑起人民的不满，任何问题都要与有关当局协商，讨论如何做得更好。　他表示，在这次的大选，必须要确保刘会洲及张泰卿再度中选，否则，就没有代议士为我们争取发展。

The politics of ceremonies
From earth breaking ceremony to project completion ceremony to official opening ceremony and then the first usage ceremony, theses show us how hard working are the BN leaders in Malaysia. It takes 4 ceremonies for a project to be completed. Don't we wonder how much resources and money was spent becuase of these ceremonies with VVIPs such as the PM and he CM gracing the occasions and thousands of civil servants and privetae sectors employees forced to attend the ceremonoies. The reason given for the attendant was to show the VVIPs how important they were and how "popular" they were.

Third world mentality creates third world coutry
The third world mentality of the BN leaders made them think that the development projects were gifts to the people when in actual fact those are the reponsibility of the governmnet of the day as custodian and trustee of the people. But we frequently see BN Logo being displayed prominently on the signboard "another project by the Barisan Nasional." It is a shame to the country that the leaders have no shame and know no integrity.

YBs work for their parties' boss only
Now when we complain that the BN YBs are not working and the delay in completion of the projects, think again! They are working their butts off attending ceremonies because they have to accompany their bosses around and that is the "real" job of the BN YBs, that is to please their political boss of the BN and not the rakyat who elected them.

No transparancy
Now, stop and think about the process of awarding the projects; there are so much bureaucratic red-tapes that it would suffocate most civil servants and professionals in any of the G7 nations. There are government directives (mostly secretive) and policies (such as the quota system under the NEP) matters to consider and then there are the political patronage( muscles from the federal to the state and then the locals) to be contended with.

Open tender is fast becoming the thing of the past
Then there are the so-called closed-tender system whereby the negotiations can take place even after the datelines (many of them). Most of the licencees hold more then 3 Ali-baba licences and submitted them under different company names to block-off others. Sometimes they will form packs so that they can make sure that the projects would be given to them at the "right price'. But these licencees are normally not the one who undertake the project at all and they simply subcontract out the project at 40-50% of the awarded price.

The Auditor-general reports, 2006
The Auditor-general's reports for 2006 speak volume about the corrupt practises of the governmental ministries and we are still waiting for the ACA to act accordingly. But if the recently concluded UMNO general assembly is any indication at all, the government is not serious about declaring war against corruption as the topic escapes the attention of the PM. Even the UMNO's supremo like Tengku Razaleigh commented “he did not say a word on corruption."

All is not well for Malaysia
Malaysia Boleh is a slogan the ruling elites use as the tool to fool the people. And if you ask me "does it work?", the answer is "yes, certainly!" and the fact that the country has been governed and ruled by the BN since Merdeka is proof to my theory. The BN says "everything is fine, tomorrow will be better." But for how long can the country substain under such a mentality of denial and corrupt practises? Your answer is as good as anyone's!

Sarawakian have lost out 9.2 billion Ringgit!

A staggering 27.6 billion ringgit (8.2 billion US dollars); that's the amount the Malaysian public has incurred through gas subsidies given out over the years to private power producers by national petroleum corporation Petronas.

Tenaga is forced to buy electricity from the private producers under terms widely seen as favourable to the IPPs – even though the country has a 40 percent spare capacity out of a total 19,000-megawatt generating capacity. In effect, Tenaga, which needs a reserve of only 15-20 percent, has to buy electricity it does not need, reportedly paying 3 billion ringgit annually in capacity charges.

Petronas is losing money by subsidising gas to the IPPs, and since Petronas is government owned, that means it is the Malaysian public that is subsidising the profitable IPPs.

Sarawakian need to ask "what all these got to do with us?" Tenaga doesn't supply electricity to Sarawak and we are actually paying more for the electricity consumption than our brothers and sisters in West Malaysia. But Petronas is State-owned and we contribute for a third of Petronas' oil and gas production which means we contibuted to 1/3 of the 27.6 billion ringgit or 9.2 billion ringgit subsidies.

Sarawak government and the federal government have ripped us off in almost everything and most of us are either been kept in the dark or we simply let them have a free hand in everything they do. Sarawak is the state that has been most supportive of the BN governmnet, from the past parliamentary elections, Sarawakian have proven their undivided loyalty to the Federal government with up to almost 100% support given to the BN. With that kind of support, we would presume that the Federal government would reciprocate and taking care of us. However, the state of development of Sarawak is far from equal to that of the Penisular with our infrastructure, medicare, educational facilities some 20 years behind.

I hope that Sarawakian would wake up to teh reality and stand firm in our demand to be treated justly and fairly. Let us not be the ostriches ourselves and hope that everything is fine and teh governmnet would come to their senses ond fine day and repay us for what we have lost out.

44 years ago on 16th September 1963, Sarawakian together with Sabahan and Singaporean chose to create Malaysia together with the Malay Penisular with the hope and aspiration that we will form a properous, just, democratic Malaysia that everyone would be proud of. We are still waiting for that to crystalize and many of us are crying in our hearts, just like the fish (Sarawakian) crying in the water (federal government), without being known and felt by our federal government.

Pak Lah, you better listen!

People are crying out for help, is the PM listening?

The woman shoppers at one supermarts were heard saying "this is daylight robbery!" Some shoppers were alarmed and turned to see what happened, was it a snag-thief or was it real robbery in progress?

No, it was a false alarm as there wasn't any crime in progress but it was the remark of two women when they saw the price of a loaf of bread incresed by RM0.40 sen and the price of a particular canned food increased from RM2.50 to RM3.40 within a period of a few months. The price of cooking oil has been incresed so many times that we almost forgot its price last month.Most of the increses are in the region of 25-35%, and maybe the civil servant pay rise was formulated after this scenario.

Hike, hike and more hike!

The price hike hits every sector of the society, may except the top 10% of the mass and those corrupted officials and politicians. From the price of flour, cooking oil, bread, dairies products, canned food, medicines, spicies, stationaries, papers and everything you can think off.

Fuel price hike in 2005 has a direct inpact on the Inflation

Inflation caused the real value of Ringgit to depreciate by some 35%. The Managing Director of one the biggest supermarkets in Sarawak told me last week that the purchasing power of RM100 today is equibilium to RM65 of 2005. That means the true price increase was so severe that the average Malaysian is suffering from the infaltion spiral which the government does not officially recognised.

More price hike after the Raya

After this Hari Raya, the price of cooking gas will further be increased and more will follow. Many in the interior and rural areas of Sarawak have switched back to using the woods for cooking. They are forced to go backward instead and this surely warrent us to think "What is Pak Lah administraction doing?"

Burma situation is the mirror for the BN's government

For days swelling crowds of Buddhist monks and nuns along with secular protesters have marched through the streets of Rangoon (they call it Yangon) and elsewhere chanting for change.

Why were they on the street daring the military juntas leaders to open fire on them? They were not politicians and they were not nuts either, they were forced to go onto the streets to protect the iron-rule of the military and lack of democracy which caused grave hardship to the people. Fuel prices hike of a few hundred percent since last years made it impossible for the ordinary poeple to syrvive while the country's top general spent lavishly on the rich oil and gas reserves.

The Malaysian government must make sure that the economy is well managed and malpractises and corruption are cut down so that we do not have to follow Berma's footstep, ie. the hike of fuel prices to fuel the ailing economy.

More BN's leaders should be robbed?

With reference to the news reporting that an Assistant Minister, Daud B Abdul Rahman was robbed in his house, i could not help but wonder whether it was actually a blessing in disguise as this would ring a much louder alarm to the authorities concerned as to the state of our security.

Everyday, we wake up to the news that there were more house-breaking, violent crimes and rape-and-murder cases the night before and yet the government and the police seem to offer no solution at all. Maybe, they just would not be bothered by such crimes when the victims are ordinary people.

The crime issues have hit an all time high lately in Sarawak and the people just wonder when would the police step-up their effort in bringing peace and security to the people. Many have simply lost faith in the authorities and turned to other means to protect themselves.

Wasn't that a case in Kuching where the locals turned to the thugs for protection and they revealed that the house break-in actually came to a halt after that. Who is responsible for such a scenario? Thugs for our protection?

Many called us to comment that magbe "more BN leaders should be robbed before any serious action would be taken to burst crimes head-on." Maybe they is certain truth in it afterall as the assistnace minister's case surely brought the attention of the authorities.

ACA should take action.
It was reported that the estimated value of the items robbed was about RM400,000.00,in cash, watches, jewelery and handphone. We should ask how an assistant minister gathered so much wealth in his house and how much more have he got in the banks and how much shares and land does he and his family own.

The ACA should take immediate action to investigate and the CM should also ask his man to report it in the Dewan in November. The DAP Aduns must make sure that this issue is brought into the house for debate so that we woulde enlightened as well.

Let all of us be the judges for the sake of Malaysia!

Below is a good article that many Malaysian would not even care to take a glance at. The article reveals the state of the affair of the country under the BN and the roles of the opposition in checking the abuse by the BN. In particular, the remark by Dr. M about the BN's absolute strength and "we need more opposition MPs."

The sad thing about us if we do not even bother to care about what is happening to our country, auditor-general report for 2006 released recently actually did not reach the majority of the Malaysian although the major newspapers did a wonderful job in publishing the news prominently.

What happened to us? Are we becoming the living dead? Or have the BN casted the magic spell on us to make us "dumb, deaf and blind?" The auditor-general report is only as good as the people's mentality and the opposition is only as good as the people of the country.

The famous saying "you are what you eat!" is good to describe our government, the opposition and the country. It is the people that has the final say and we, my fellow comrades, should take our little first steps to make the BN and even the opposition responsible for their actions.

副首相纳吉说，我国仅需国阵政府领导万众子民迈向繁荣与安宁的国度，并不需要反对党的协助或领导。这话并不中肯，民主需要强而有力的反对党 ，监督及制衡政府，防止权力造成权力的腐化。

艺术、文化与文物部长莱士雅丁说，在一个民主制度的国家，国会须要有反对党的存在，在先进国家都是如此，绝不是存有煽动性元素。在任何民主的国家，都会有贪污腐化的问题，反对党负起监督贪污、腐败的行为，质问政府机构的各种弊端，担任促进发展的角色 。

大马在2006年的贪污调查指数再次下跌，造成我国在国际社会上的廉政形象深受打击，首相署部长纳兹里说。贪污是“前朝政府”累积下来的问题，在前首相的时代已经严重。我国有官方机密法令、印刷及出版法令的箝制，反对党及媒体难以发挥监督作用，或许如此，我国在贪污调查指数

当年行动党国会议员黄朱强在国会里询问吉隆坡市长买车没有经过批准，首相署部长回答有，英文报访问国库局长，答案是没有，结果吉隆坡市长辞职，以超过市价购买的豪华汽车被拍卖，损失了纳税人一大笔金钱。从这一事例可看出反对党可协助监督腐败的行为。

敦马哈迪在退位后，却说国阵在国会享有的92%多数议席是太强了，并对民主构成严重的威胁。他相信大马必须拥有一个强大的政府，但不是过于强大，当他在位时，国阵所赢得的三分之二议席已足够了，超过90%的议席则是过于强大。他也说：“我们需要足够的反对党议员。”

敦马又说，如果政府在执政上犯错，需要反对党的提醒，纠正可能出现的错误，否则让人以为所有事情都是正确无误的。他以前做任何事若无法决定时，经常等待林吉祥的反应，如果林吉祥说好，他便开始做。

敦马还说，城市华人选民认为他们需要反对党为他们争取权益，希望通过反对党为他们伸张华人课题。

政治人物不在其位后，才看得清事实，看得更透彻，并说公道话，不但发人深省，而且令人感触良多。

Sarawak should explain extra RM200m spent, says DAP

MIRI: Sarawak DAP wants the state government to give a detailed financial breakdown on why some RM200mil in extra expenditures had been paid to construct 384 temporary bridges in Sarawak.

State DAP Information Chief David Wong said the Federal Government must also provide a satisfactory answer to this "fiasco" in Sarawak.
"We are talking about wastages amounting to RM200mil, and for the replacement of the temporary bridges. The public have a right to know what had actually happened.
"It is not good enough for an auditor-general's report to be published and then for the matter to be eventually forgotten.

"That has happened many times before. But this time, the amount is too huge to be simply forgotten. The people in Sarawak deserve some good answers," Wong said on Friday.

Auditor-General Tan Sri Ambrin Buang in his recent report to the Dewan Rakyat said that "the lack of detailed preliminary studies" was the reason why the construction costs to replace the 384 bridges out of the 570 bridges in Sarawak had risen from RM551.02mil to RM741.2mil.

Sarawak Deputy Chief Minister Tan Sri Alfred Jabu on Thursday said in Kuching that if such problems arose because of faults by the state Public Works Department (JKR) then he would rectify it, but added that many such projects are under federal jurisdiction.

Wong yesterday described Jabu's reply as "flimsy and shallow".
"Such a reply is totally unacceptable. The state government and the Federal Government must furnish a detailed breakdown on what happened to the extra RM200mil that was used up.

"To which company was the extra amount paid, for which projects, what was the initial cost, what was the increase and why was there such an increase?
"The state government cannot simply push the blame to the federal side. Both the state and federal governments must be held accountable and both are answerable to the people of Sarawak," he stressed.

Wong said Sarawak DAP wants an independent commission to be set up to investigate such misuse of funds in the state, adding that the opposition parties want to be in the commission. He further stressed that the DAP state assembly members will bring this topic into the DUN when it meets in November this year.

The people in Sarawak will be very disappointed if no proper action were taken to penalise those guilty of mismanagement or hiking up the costs of such projects, he said.

非公民获教育贷款 黄培根促政府彻查
（本报诗巫11日讯）在2006年稽查司报告中竟然出现2万6000非公民可获得教育贷款，砂州民主行动党宣传秘书黄培根促请政府公布有关人士名单与种族比例。
今天在一项新闻发布会上，他说，有关贷款只限马来西亚人受惠，即使是永久居民也不符合资格，有关单位以国籍出现问题来推搪责任是完全不成理由的。
他问，既然有关贷学金只供国人申请，又为什么要设有国籍这个栏目？
他强调，指学生填错表格是一种非常不负责的说法，也证明有关单位在事件被揭发之后，并没有认真的去处理，企图置身事外。他说，政府亦应该公布，2万6000名非公民到底贷出了多少的人民纳税钱。
黄培根亦大事非议文青体育部以5700令吉购买价值仅50令吉文具的丑闻。 有关事件导致政府多付了1080万令吉。
另外，关税局花费4亿5000万令吉重新聘请一间公司设计新的系统亦受到他的鞭鞑。
关税局钜款设系统
黄培根说，关税局刚花费了2亿9000万令吉设置了一个新系统之后不久，又花钜款设新系统，政府须公布有关详情。
他说，政府应该要妥善的管理人民的纳税钱，而不是让贪污与舞弊者成为最大的受益者。
他表示，唯有好的施政方案，才能够让政府的拨款达致最高的功能，不然，1700多亿的预算案，若是还是发生类似上述的舞弊事件，真正用在造福人民的数目恐怕只有半数而已。
他说，在事件发生之后，副首相仅指示有关部门作出解释是错误的行动，政府应该立刻成立特殊调查委员会，委任朝野政党、反贪污局及稽查局等为成员，展开调查工作，并直接向国会负责。
他形容只有解释是没有意义的，也不能够让人民信服。
