On UCTS in Sibu

A) How much has the state government injected into UCTS? Please give a break down on the state government annual allocation for UCTS from 2012 to 2017.

B) Since it is a private institution,what is the financial arrangement once it has break-even and generate a surplus?

c) What is the share and management structure of the UCTS? 

D) Is there any audit done by the state government on UCTS since its inception? If Yes, by whom? If No, why?

On the proposed construction of SRDC administrative building in Sibu Jaya as announced by the SRDC in Sibu

A) Has the proposal been received by your ministry? If Yes, how much will it cost? How will it be financed?

B) What was the terms of the lease agreement, including the option to purchase, that SRDC has entered with Sanyan management earlier?

C) Would the state government consider using the fund for better usage such as improving the infrastructure works under the SRDC jurisdiction?

Roads in Sibu that require immediate upgrading to dual carriageway

A)Is there any plan to upgrade the Jalan Ulu Sg. Merah to a dual carriageway since thousand of houses have been constructed over the past 10 years?

B) Is there any plan to upgrade Jalan Igan to dual carriageway as it serves to connect the Industrial area to the Sg. Merah township as well as to the whole of Sibu?

C) Is there any plan to upgrade Jalan Oya, from the Junction of Jalan RTM to the Jalan Deshon, to a dual carriageway?

On the construction of 5000 telecommunication towers in Sarawak

C) Why are west Malaysian companies given the contracts to supply Jet Fuels at Airport throughout Sarawak?

D) Why are West Malaysian religious teachers been brought into Sarawak while thousands of Sarawakian trained teachers are waiting for the posting at home?

D. Why did the Royal Malaysian Custom Department send in their West Malaysian officers and illegally dumped 80 tons of Chicken wings in Sg. Aup without notifying the local councils, Health Department, Veterinary Department and the local police station in Sibu? Will the state government sent a notice of protest to federal government and demanded that the said custom officers involved be reprimanded?

A. Do you have any knowledge that it could be the only polyclinic in Malaysia without air-conditioning?If Yes,what are you going to do about it?

B. How many patient does the said polyclinic serve on average each day?

C. Will you accept the challenge that either you install the air-conditioners or let DAP install them for the benefit of the thousands of patients?

The centralized vegetable farming center in the West Bank of Sibu

A) How is the progress of your proposed centralized vegetable farming in the West Bank of Sibu?

B) How much land has the state government gazetted for the said project?

N.54柏拉旺区州议员黄培根将于5月11日召开的砂州立法会议援引议会常规第23条文提呈一项动议。

鉴于我们的地方政府部长对诗巫有130多位的被委的社区领袖而美里却只有28位感到不满，

并鉴于我们的地方社区领袖每个月都有得到政府的津贴，他们的委任必须透明，

并鉴于地方社区领袖必须不分政党背景的服务民众，他们必须是无党派的，

并鉴于目前的委任制度被批评为政治委任制度和毫无信用。

因此，提呈动议于州立法议会以作出以下议决： 

1）所有的地方社区领袖必须是无政党背景，那些有政党背景的必须辞掉他们的政党或

   辞掉他们的社区领袖职位。

2）社区领袖必须是识字份子尤其是精通英语和马来语，这样他们的才能胜任。

3) 他们必须轮流在县公署或省长署值班。

4）唯有得到地方公会如华团，华总，或非政府组织的推荐才能被委任，而非如目前

   透过政党和议员所推荐。

Re: Standing order 23, Notice of Motion

This serves to give notice under Standing Order 23 that the undersigned, ADUN for N. 54 Pelawan, shall move the following motion at the above Dewan sitting during the current session:-

“WHEREAS the Minister for Local Government has voiced his displeasure that Sibu with a population of 240,000 has more than 130 community leaders while Miri which has a population of more than 300,000 has only 28 community leaders.

AND WHEREAS the local community leaders such as Kapitan, Penghulu, Pemanca and Temenggong are paid monthly allowances by the state government, their appointment must be transparent.

AND WHEREAS the community leaders are appointed to serve the rakyat in the community regardless of their political affiliation, they should be apolitical.

AND WHEREAS the current appointment system has been much criticized as a system for BN component parties for political reasons and thus lose its credibility.

THEREFORE IT IS MOVED THAT THIS HOUSE HEREBY RESOLVES THAT:-

1.       All community leaders to be appointed must be apolitical, those who belongs to any political party must resign from the said political party immediately,

2.       The community leaders must be literate in English or Bahasa Malaysia so as to be able to serve effectively.

3.       They must take turn to be stationed at the District Office or the Residence Office to serve the rakyat.

4.       Their appointment must only through recommendation of a local NGO such as the United Chinese Association or Persatuan Tempatan.”

“鉴于，雖然砂拉越州立法议会继承了西敏寺良好传统的议会制度，如今它卻被貶為只是一个行政单位的橡皮印，无法制衡政府持续不断扩大的行政权力。

鉴于，行政，立法和司法机构三权分立的重要原则，因此民主议会体制急需改革以恢复及确保我们国家机构的诚信，独立性，信誉度和专业精神。

鉴于，议会改革是立法议会的特权，並不需要由行政和內閣的批准。

因此，动议州立法议会通過以下的议决： 

成立由议长為首的特别委员会，其中的成员必须包括反对党议员，负责改革州议会包括以下的议会改革：

1.）废除限制议员们自由发挥和违反议会民主的限制性议会常规，並確保议长能更不

    偏不倚和更公平和公正的對待所有议员。

2.）公账委员以在野党议员担任主席一职。

3.）所有的议员题问，无论是口头或书面答复，都应该被尽快给予快的回复。

4.）以议员办公室拨款取代現有的政府的选区发展金制度，包括給予议员办公室聘请

    研究人员和职员來提高议员办公室的工作效率和对选区的服务素质。

5.）现场电视直播州立法议会的辩论，以确保人民知道他们的代议士的表现和监督议

    员们在议会里的表現。

6.）增加会议次数至每年3次，同时也增加每届会议的日数。”

This serves to give notice under Standing Order 23 that the undersigned, ADUN for N. 54 Pelawan, shall move the following motion at the above Dewan sitting during the current session:-

“WHEREAS despite inheriting the best traditions of the Westminster Parliamentary system, Sarawak DUN is commonly seen as nothing more than a rubber stamp, unable to check and balance the ever-expanding executive power held by the government of the day.

AND WHEREAS much-needed democratic and institutional reforms to restore the important principle of the separation of powers among the executive, legislature and judiciary to ensure the independence, credibility, professionalism and integrity of our national institutions

AND WHEREAS parliamentary reforms should be the sole prerogative of Parliament and not contingent on Executive or Cabinet approval.

THEREFORE IT IS MOVED THAT THIS HOUSE HEREBY RESOLVES THAT:-

The Dewan to set up a special select committee, which include members of the opposition, chaired by the Speaker to look into DUN Sarawak reform as following:

1.  Removing restrictive Standing Order and ensuring greater impartiality by the Speaker.

2.   PAC should be chaired by a member of the opposition.

3.   All questions regardless of whether they are for oral reply or written reply should be supplied with the answer.

4.   Scrapping the system of constituency development funds for ADUNs and replacing it with allocations for ADUNs’ offices and administrative needs, including engaging research officers and staffs for the ADUNs’ office.

5. Live TV telecast of the DUN debate to ensure the Rakyat know what their representatives are doing in DUN.

6. Increase session of meeting to three (3) per annual and increase the number of days of sitting for each session.”

诗巫闹得沸沸扬扬的“挖掘鸡翼”事件

针对在诗巫闹得沸沸扬扬的“挖掘鸡翼”事件，砂拉越皇家关税局局长阿末基或甚至副局长都没有亲自来到诗巫交代事件的来龙去脉而只派出官员出面发言简直是不可理喻！

为何这么一件轰动全国的事件砂州局长本身不出面交代？这根本是在敷衍我们诗巫人民，当我们是傻子般玩弄！

跟据今早诗巫关税局举行的媒体发布会，该批鸡翼是在今年二月份时由于没有准证而被来自布城关税局总部的执法人员所取缔，而日前负责销毁该批鸡翼的承包商也是由他们所委派的，我想问，为何在销毁的过程中完完全全没有一套标准作业程序，其中包括完全没有知会诗巫卫生局，诗巫市议会，乡村议会，土地局和诗巫警方，并且在掩埋前撒下碳酸钙让肉类变质无法再食用的这个步骤也忽略掉？

难道来自布城总部的官员来到这里就可以凌驾任何人之上而为所欲为吗？我想请问砂拉越国阵政府及国阵成员党的领袖，你们所谓口口声声喊着要捍卫砂拉越的主权，这就是你们的功绩吗？就这样任由西马来的官员目中无人践踏砂拉越的主权 ！？

同时，关税局在被媒体询问整个标准作业程序时也答不上来，这就是大马皇家关税局官员的水准吗？他们如今已将重新把该处剩余的鸡翼重新迁移到格盟央垃圾堆填区重埋，这就足以证明他们之前的处理过程是错误及不当的，如今事情闹大了才来把它重埋补救。我可以告诉他们，这一切都已经太迟了，那些被挖掘的庞大数量鸡翼如今以经流入市场，不知去向，造成人心惶惶，不敢再食用，对于商家们的生意也是大受打击。

跟据从媒体的可靠消息该批冷冻鸡翼并无质量问题，只是一些认证问题而被充公。即然如此，为何皇家关税局不寻求卫生局鉴定后再把该批冷冻鸡翼公开拍卖？甚至把所卖的款项捐给慈善团体。又或者把这些冷冻鸡翼捐献给贫苦大众，为何总要暴殄天物？孰不知世界上有许多人每天都还面对着粮食短缺问题？

行动党要砂拉越国阵政府给人民一个明确的交代为何联邦部门可以肆无忌弹越过砂拉越政府的权力在本土自把自为。人民也很纳闷为何号称捍卫砂拉越权益的本土政党-人联党和联民党静若寒蝉没有针对此事出来向有关部们讨个交代。别忘了，他们是在朝政府，此事关乎许多人民的利益，所以他们是责无旁贷的！

行动党最终还是要砂拉越首席部长向全砂拉越的人民做出明确的交代，人民要看到的是整件事的真相而不是首长以一句“不知道”就这样让事件含糊带过。同时首长也必须要真正采取行动对付那些失责的官员以达杀一儆百之效，并确保以后不会发生同样的事情。
