黄培根促向联邦争取提高油气开采税

(本报古晋28日讯)柏拉旺区州议员黄培根强调,州政府应了解财政盈余逾22亿令吉的天文数字,对大众实质生活上没有太大的帮助,人民要的是从日常生活中体会及感受到砂州是富有的州属。
他说,砂第二财政部长兼环境与公共卫生部部长拿督斯里黄顺舸在州议会上总结时指出,2010年的州财政盈余逾22亿令吉,惟2004年前砂州的财政盈余有38%来自伐木收益,而2004年之后砂州的财政盈余有35至40%来自石油与天然气开采税。
“石油与天然气开采税是砂州的主要收入。”

将有消耗殆尽一天
他说,既然砂州的收入仰赖石油与天然气的开采,州国阵会否向联邦政府争取,以将石油与天然气的开采税从原本的5%提高至20%?
黄培根表示,砂州子民应分享砂州天然资源利益,何况石油及天然气非再生能源,将有被消耗殆尽的一天。
他表示,每当谈及砂州发展时,州国阵常以砂州幅员辽阔为托词。“如果砂州需要很多发展与资金,为何州国阵不向联邦政府争取提高石油与天然气的开采税,让更多资金回流砂州,进行发展与建设?”
设基金会管理资源
黄培根指出,登嘉楼州政府成立特别基金,以管理该州的资源,并通过该基金的运作与盈余,为该州进行各项发展与建设。
柏拉旺区州议员黄培根今日在州议会部门总结休息时刻,受访时如是说道。
他认为,砂州政府应仿效设立类似基金组织,以管理州内资源,并将部分盈余用作社会建设,如提供乐龄人士津贴、砂州子民深造奖贷学金等。
“如诗巫市议会在改善民生问题方面,常以没有多余资金应对,作为州国阵领袖之一,有必要争取更高的石油与天然气开采税,让资金回流,以改善与建设完善的民生设施。”
他强调,砂州要有更多的资金发展,而砂州人民也要分享经济发展成果,特别是年轻一代。

剔除贪腐盈余更多
他说,若能剔除贪腐的问题,州财政的盈余将可用于进行更多建设。
黄培根认为,尽管在州财政盈余方面有着亮丽的成绩与数字,但有关数字对砂州人民的日常生活并没有多大的帮助,人民要的是在生活中充份感受与体会砂州是一个富有的州属,即使是在通货膨胀的今日仍不会感到生活的重担。
他说,部长应回答有否向联邦政府争取提高石油与天然气开采税。

州立法议会 第十七届第一季第一次会议 黄培根批李景胜 扭曲周宛诗谈话

(本报古晋28日讯)柏拉旺区州议员黄培根针对社会发展与城市化助理部长拿督李景胜质疑周宛诗支持回教法的言论表示,李景胜扭曲行动党州议员的谈话,显见其政治智慧有障碍。
他说,在征收博彩税方面,为什么唯独砂州人民要多负担10%税务,难道砂州人民太富有?
他表示,砂州是全国排名第四穷的州属,这是不容否认的事实。
黄培根今日在州议会进行部门总结的休息时段,受访时如是说道。
黄培根指出,该党要代表人民询问政府政府,征收博彩税后用在何处? 



博彩税用到哪里?
“当局应该向人民交待清楚,征收博彩税后是用在扶贫、单亲妈妈或其它福利事项,或另有用途?”
至于回教法,黄培根表示,人们已在州选举时清楚告诉人联党,若再以此作为课题,并不会得到人民的支持。
他说,当前首相敦马哈迪宣布大马是回教国时,试问人联党有无反驳或反对?
也是砂州行动党宣教秘书的黄培根强调,该党倡议世俗国,回教是官方宗教,至今没有乖离该项宗旨。
询及李景胜向周婉诗发出攻击性言论,他认为,这是李氏欺善怕恶的表现。

黄培根:应面对现实 深入探讨巫基建发展

(本报古晋27日讯)行动党柏拉旺区州议员黄培根今日声称,诗巫要改变,人联党领袖拿督斯里黄顺舸必须要倒下去。
他宣称:“中区落后古晋20年,就是因为有这样的部长存在,不愿意面对事实,而是用来搞政治。”
黄培根是在今午的砂州立法议会休会期间,向媒体发表谈话时如此表示。
他强调,进入州议会,是为人民解决事情,而不是针对个人。
他表示,本身首次进入州议会,今日终于见识中区部长(黄顺舸)的真面目,整个总结不是解答州议员的问题,而是攻击行动党。
他认为,此举是把快乐建在诗巫人民的痛苦上,因为诗巫多年来面对水患、基本设施不完善,却没有在州议会内被讨论如何解决。
他声称,诗巫的道路情况糟糕是不争的事实,诗巫治水计划也是人联党多年来不能解决的事情,不过黄顺舸今日却没有讨论相关事项,而是攻击行动党。
此外,他表示,黄顺舸作为部长,敢攻击行动党州议员,就要有勇气和心胸让路行动党州议员做出反驳。
“他原本答应我会给我机会发问,但是在总结即将结束,他都不敢给我机会,因为他不敢面对事实。”

Dewan Debate Speech


Tuan Speaker,
I rise to debate on the Motion in appreciation to the speech delivered by his Excellency Tuan Yang Terutama (TYT) in this august House on this 2xth day of June 2011.
I would like to say thank you to the voters of N. 48 Pelawan for giving me the mandate to represent them for the next 5 years.

Part 1

Sarawak under the BN
For 48 years, Sarawak has been dominated by the BN's politics of cronyism, nepotism, political patronage and corrupt practices. The majority of the Sarawakian has never been able to enjoy the state ample and rich resources while those few with close ties with the BN's leadership built vast business empires and some even expanded their empires to Canada, the United Kingdom, the US and Australia.
Our Chief Minister has gone on to YouTube prior to the just concluded state election and said that his able daughter has built the family business empire out of the little that he provided with his retirement funds.
May be the state government should organize a state-wide “ MEET THE CM’s Daughter” forum so that all the people can learn from her on how to amass wealth with little resources. I bet the ADUNs from the BN would applause such an idea?
May be the CM should consider retiring from active politics with immediate effect and spends all his energy to teach Malaysian, especially the Sarawakian on how to become rich just like his family members. Then Sarawakian and Sarawak would surely become the richest in Malaysia and that would be a real legacy for the Chief Minister.


One of the poorest states in Malaysia
Let's put on the record that up to 2010 we are still one of the poorest states in Malaysia, 4th from the bottom to be precise. Our Chief Minister has been the absolute power in Sarawak for the past 30 years and within that 30 years Sarawak has become one of the poorest states, what does that tell us? That either the Chief Minister is far from able or he doesn't wish Sarawakian to be rich like his family members?
The Chief Minister has pledged to bring developments to Sarawak and make Sarawak an advance and progressive state in Malaysia 30 years ago when he was sworn in as the CM but the exact opposite
happened.

Abuses of the BN
In Sarawak, timber has been over-logged until the rivers are contaminated and the eco-system destroyed. Log-jam stretching some 50KM and estimated some 400,000 tones of logs and timber wastes were swept down the Rajang River in 2010, leaving many people shocked by the scale of what is turning out to be an environmental disaster. How much forest was destroyed? How long would the Sarawak’s natural habitat last if we continue to exploit the natural resources?
Sarawak only receives 5% of the revenue of gas and oil which is unfair and unjust for Sarawakian as this is not renewable energy or resources. It is exploitation at its worst, no wonder the PM said we are the fixed deposit state of BN.
NCR Land is forcibly taken away from natives leaving them homeless or dislocated. Town landowners have to worry about the high renewal premiums levied on land leases.
Businesses in Sarawak are suffering from unfair policies whereby government's projects and contracts are given only to the well connected without open tender being called for. A classic example is this great building of the Dewan where the contract (worth some RM299 million) has been given to the company owns by the family members of the Chief Minister without open tender.
May be the CM wishes to make a ministerial statement in this Dewan to explain whether he has been investigated by the MACC. The MACC chief commissioner Abu Kassim Mohamed told a press conference in Kuala Lumpur "The investigation is on."
Has the CM been interviewed by the MACC? We would like to know and Sarawakians have the right to know. Like the PM said, the day that the government knows best is over; it is time for the People to be informed.

Part 2



Road and drainage infrastructures in Sibu
Sibu is famous for its notorious infrastructures, the roads look like those in the war-torn countries and words can’t describe the drainage systems in Sibu. One would think and feel that he is riding a boat instead of a car; the car swears as if it’s riding the waves and then potholes everywhere would rock the car as if it is hit by a rocket. The drains, some of them in the constituency of Pelawan are upside down, imagine that!
Only in Sibu can one really see amazing sites like these .When the Rakyat complain to the authorities concerned, they would be told “No money”. Now the Rakyat know that the government would only pave certain stretches of road if there is an election coming.
The government best excuse would be Sibu is located on the peat soil area and thus it is costly to build proper roads and drains and the maintenance is very expensive. If that is the way of governing, who would need a government?

Sports and Recreational facilities in Sibu
The BN government has failed the people of Sibu as Sibu is the only big 4 municipal township without a quality indoor multipurpose stadium catering for the needs of the people. We used to have one outdoor stadium some 15 years ago but it gave way to the Wisma Sanyan and since then we are still waiting for the state government to provide one. The Bukit Lima indoor stadium is inadequate in space and facilities and it can’t even able to accommodate the Volleyball and Basketball competition and organizers of these competitions has to rent the venues of the Secondary school in town.
The Association of Volley Balls in Sibu has taken the lead and secures the corporate sponsorship of Prudential which we should applause. I would like to put on record my sincere gratitude to them for taking up the challenge to build an indoor Volley Ball stadium in Sibu. The Prudential Insurance has pledged RM 3.0 million for the construction of a 4-story indoor Volleyball stadium of International quality which can accommodate 4000 strong spectators. The whole construction cost is estimated to be in the region of RM 6.0 million and there is still a funding shortage of RM3.0 million.
How could the state government not provide the financial aids and be just a spectator in the welfare of the Sibu people? At least the state government should pledge the same amount or RM 3.0 million to develop the said stadium. We hope the Finance minister would be able to consider this request and give us the good news soon on this matter.


Bread and butter issues
In Sarawak, the inflation caused by the hike in fuels prices; sugar, flour and ever increasing Consumers Price Index have never been addressed by the BN. The people are crying out loud and many families are not able to put food on the table for their children as their incomes have not been proportionately increased with the rising food prices and other basic essential items.
Housing cost has escalated and double every 8 years or so and many cannot afford to own their own houses, the price of average intermediate double-story terrace house in Sibu has gone up to RM 320,000.oo per unit while it was only 150,000 ten years ago.

Youth and investing in the future
Sibu used to be the largest town in Sarawak, it gave way to Kuching and then Miri and soon it will be behind Bintulu and may be even Mukah. What happened? Why was Sibu sidelined by the BN governments over the past 20 years until it is the only municipal township in Sarawak without a full fledge University.
How could a place be prosperous and compete when it lacks the institutions that groom the future generations? I understand that the Methodist Church has allocated a site in the West Bank of Sibu in the constituency of Bawang Assan for the setting up of a University but the governments can not give them the green light. Why? No wonder our youth are leaving Sibu. We are what I would call investing for the others where our most brilliant mind would leave Sibu to serve other nations and other states in Malaysia, this is ridiculously unacceptable.

Chinese community and Chinese Education
The Chinese community long term hope that the state BN will recognize that mother tongue education is the basic right as enshrined in the UN chapter of Human Rights has been illusionary. The Chinese community has to pay a third kind of taxation in the name of Chinese education where they have to count on themselves to raise for funds and seek donations.
Although the Unified Examination Certificate (UEC) has been proven to be of exceptional quality where it is recognized by no less than 5oo universities worldwide, it has been sidelined and put down by the BN. The BN state government has yet to provide for it since 1970.

Land issues
The land issues which we face have yet to be settled from the land renewal premium to the alienation of land to the imposition of section S.47 and S.48. Although the majorities of the urban voters have raised their concerned over the unfair land policies, the state government is still unresponsive to their woes.
The Sibu United Chinese Association (UCA) has submitted a comprehensive report to the CM just before the state election about the land issues affecting not only the Chinese community but all the communities in Sarawak. Has the CM gone through the report? May the CM enlighten us as to whether he will accept the recommendations submitted by the UCA? If not, why?
Environment and pollution
At 8th mile Jalan Oya, within the state constituency of N.49 Nangka, residents in a heavily density residential area with more than 700 houses are crying out for help. The residents have complained to the authority that their environment and health have been affected by a nearby bitumen mixing plant pouring out thick black smoke into the environment. They have done everything within their power to highlight the issues to the authorities concerned as early as 2003 but their plights have fallen on deaf ears and the authorities have turn their backs on these poor folks.
(They had in 2003 signed a petition to urge the government to relocate the bitumen plant but the authority told them that that kind of smoke would not be hazardous to their health. But if that is the case, why would the Road Transport Department crack down on vehicles which emit CO2 into the environment?)

The CM out of touch
The CM has repeatedly said he doesn’t know what the Chinese community wants when the BN lost the Sibu by-election in 2010.That shows how disconnected he is with the rakyat. How could he not know what the Chinese community wants when he has been the CM for the past 30 years?
On the other hand, the Dayaks in Sarawak are suffering in vain under the BN, one prime issue for them would be the NCR land grasp by the BN government.  I doubt whether the CM knows what the Dayaks want.  Ex-YB Larry Sng asked in his Facebook “Is the SUPP still relevant to the Chinese?” I think it should be read as “Is the CM or BN still relevant to the people of Sarawak?”
We Anak Sarawak, be it the Ibans, Chinese, Melanau, Malays and the Bidayu all want a CAT government where the interests of the people are the top priority. We want Sarawakian to be able to enjoy the riches of the state and we want Sarawak to be rid of corruption which has become the trade mark of the BN.

Part 3

Ubah Generations
On the 16th April 2011, the people of Sarawak have spoken out loud and clear, i.e., enough is enough! The UBAH generations have been born in the just concluded state election where people are seeking for Change and want to bring a stop to the rots in the state of Sarawak.
With almost 45% of the people voted against the BN, which in itself is a History in the making. Has the BN state leadership heard the cries of Anak Sarawak? The Premier of the Singapore Republic told Singaporean that he has heard their voices when the oppositions secured around 40% of the popular votes in the just concluded Singapore general election, he has changed his cabinet and even his own father, the MM Lee Kuan Yew was forced out of office.
Has the Chief Minister of Sarawak heard? Instead of telling the people that he has heard, he rushed to the state Astana on the night of the election to be sworn in as the Chief Minister. Was there a power tussle within the state BN that prompted the ever confident Chief Minister to lose his coolness on the night of the election? Many thought so, we would like to know because we think that is a good indicator on how the Chief Minister going to lead Sarawak in the coming years. Is he more interested to hold on to the power than listening to the woes and cries of the Anak Sarawak?
How could the Chief Minister sleep soundly when a lot of our folks who live in the interior of Sarawak are still without the basic necessities such as electric supply, clean water and basic healthcare facilities? How could the Chief Minister eat well when a lot of folks live in poverty and can't even afford to put food on the table for their kids? How could the Chief Minister rest well when a lot of our folks have to leave Sarawak because of the lack of employment opportunities?
Does the Chief Minister know that we have been labeled as the state with the "crocodiles of the two-legged kind"? Some of the general public called elected politician YB, but that YB is not meant to be Yang Berhormat but Yang Buaya! Can we blame them? The answer lies in our own conscience!

The people-oriented Pakatan Government
The Pekatan Rakyat on the other hand has shown the people that it is people-oriented and the states under the capable leadership of Pekatan Rakyat's leaders such as Penang and Selangor have shown they centered on 3Es of enabling the people with skills and education, empowering them with rights or opportunities and enriching the people by ensuring an equal share of the fruits of economic success. There is a joke among many that although the state capital of Sarawak is called Kuching or CAT in English. That is what we actually do not have in Sarawak, a CAT government.
PR has shown good governance. Penang has not only being praised by the Auditor-General Report for being the best financially managed state but also praised by Transparency International for establishing integrity in leadership.
Penang is now the new champion of investments in Malaysia, coming out top in 2010. Penang replaced the previous 2009 champion Sarawak with RM 12.2 billion in 2010. On the other hand Sarawak went down from No.1 in 2009 with RM 8.5 billion to No. 4 with RM3.9 billion in 2010.
This is an extraordinary vote of confidence by both foreign and local investors in the PR state government of Penang. The No.2 state is another PR state of Selangor with RM 10.6 billion.
In fact the 4 PR states of Penang, Selangor, Kedah and Kelantan combined comprise RM 25 billion investments or 53% of the total investments in Malaysia of RM47, 177 million in 2010.
What can the Pekatan rakyat do to bring about the changes to Sarawak? The ROCCS that was pledged by the Pakatan Rakyat within the first 100 days of gaining power in PutraJaya are what the PR will do. But those ROCCS are also good for Petrajaya as well. We challenge the BN state government to emulate the following:
1)      Royal Commission of inquiry- the Sarawak state government should support the establishment of a Royal Commission of Inquiry into abuses of government officers.
2)      Oil and gas royalty payable to Sarawak be increased to 20% from the current 5%. An increase of 15% oil royalty will pump in additional RM 3.0 billion into the state coffer to help bring rapid developments to Sarawak.
We can set up a Sarawak Hornbill Fund by channeling 5% of the 20% royalty to eradicate poverty, to give a yearly allowance of RM 600 for all senior citizen of Sarawak origin and to set up an Education Fund for all Sarawakian to obtain higher education loans and to uplift the economics of Bumiputras and non-bumiputras by giving them business or entrepreneurship loans. The Terengganu state has set up the Terengganu Investment Authority to oversee and managed a fund (Initial set up of RM RM1.0 billion) set up with the oil and gas money to safeguard the interest of the people and that Fund is being managed by foreign bankers and investors. We have more oil and gas reserve and if we managed the oil money properly, the Norway’s experience would be a good indicator how we can benefit the Sarawakian.
3)      Corruption- This has to be the top priority for Sarawak. We will fight corruption by implementing an open tender system, separate business from politics and ban Chief Minister, Ministers, assistance Ministers, MPs, ADUNs, political secretaries, local Councilors from being granted state land or contracts.
4)      Crimes- Sarawakian are facing the security nightmare of rising crimes from snatch theft, day light robbery and illegal migrants that bring social ills to our land. People live in fear and the ever increasing sales of alarm systems reflect the seriousness of crimes in Sarawak. I know of a semi-detached house in the constituency of N.49 Nangka where there were 5 break-ins in the past 50 days. There were also a few cases of ministers, assistance minister and MPs who have became the victims and how can Sarawak people feel safe under the circumstances. How many of these high profile cases have been solved to date? The state government must pressure the federal government to bring in more law enforcement officers to safeguard our peoples’ interests.
5)      Sarawak First-Sarawak should be given the priority as the years of neglects cannot be undone unless Sarawakians are given the top jobs in the civil service to address the issues. At least 10 top Public service departments in Malaysia should be headed by Sarawakian.
Our destiny is in the hands of the UBAH generations, from 21 years old to those in the 40s and 70s, Sarawakian are demanding Changes. Across the world, from Tunisia to Egypt, from Yemen to Libya and from Sarawak to Singapore, people have risen to the challenge and demand changes in the way the governments govern. I believe the day of the corrupt powers will soon be over, money politics cannot save BN anymore and Sarawak will soon be free and reborn.

州议会辩论词


在国阵政府统治下的砂朥越

48年来,砂朥越一直被国阵至亲,裙带关系,朋党和腐败的国阵政府所统治。绝大多数的砂朥越子民未能分享到砂州丰富资源所带来的利益。然而,那些与国阵领袖有密切关系的一群却建立起巨大的商业帝国,有的甚至扩大了自己的帝国到加拿大,英国,美国和澳州
我们的首席部长在刚刚结束的州选举之前预先在Youtube上表示其女儿能够建立起家族企业帝国是他从联邦政府给予他回来砂州服务的退休基金里拿出小部分的资金。
我认为,首长应当吸引了世界上所有想象力丰富的商界领袖,我也不会感到惊讶,如果世界一流大学和有线新闻网如BloombergCNN已接触其女儿进行讲解或专访。或许州政府可以举办全州性的“会见首长女儿论坛”,好让所有的砂州子民可以学习如何从小资本聚敛财富。我敢打赌所有的国阵州议员将对这种好的概念给予鼓掌。
或许首长可以考虑从即日起退休,充分利用他的精力来教导马来西亚的人民,特别是如何能够成为其家族成员那样的富有。这将有助于砂州成为马来西亚最富有的州属。首长也成为砂州史上传奇人物。

马来西亚最贫穷州属之一

让我们记录在案,直至2010年,我们仍然是马来西亚最贫穷州属之一,贫穷指数从尾算起排名第4位。首长掌权砂朥越30年,30年霸权的统治却让砂州成为最贫穷的州属之一,那告诉了我们什么?是首长没有能力还是他不想砂朥越人民像他家庭成员般富有?
我想提醒首席部长30年前宣誓成为首长时曾经承诺将会为砂州带来发展及引领砂州成为马来西亚先进的州属。那么是什么原因造成砂州在拥有丰富天然资源的前提下,却成为最贫穷的州属之一?

国阵滥用
在砂朥越,过量砍伐树木已经使到河流受到污染以及自然生态系统受到破坏。在2010年被原木阻塞的河面长度大约50公里,估计约40万吨的原木和木材废料被丢弃入河中。这种大规模的现象令人感到震惊,这证明了过度砍伐树林将破坏自然生态的栖息场所,将带来严重的环境灾难。到底有多少的树林被摧毁才会引发如此可怕的景象?还有多久的时间我们的自然生态将耗尽,如果毫无节制的继续开拓天然资源?
砂州只收取5%天然气和石油的开采税,那是对砂州子民不公平及不公正的做法。因为这些能源或资源不是再生能源。此举是最糟糕的剥削行为,怪不得首相会说我们是定期存款州。
土著习俗地是将当地人强行逼迁或另行安置所得来。城市土地拥有者皆对高昂贵的土地更新费感到担忧。
在砂州,政府不公平的政策促使下,工程在没有公开招标的情况下直接交给关系密切的承包商,使其它承包商受害。最典型的例子就是这座州议会大厦是在没有公开投标的情况下由首长家族成员以马币约299亿取得这项工程。
首长可能希望在这殿堂以部长声明来解释本身是否已经被反贪污委员会调查。反贪污委员会主席已经对外报导首长已经被调差。反贪污委员会主席Abu Kassim Mohamed 在吉隆坡新闻发布会时表示“调查行动已经启动”。首长是否与反贪委员会对话?
我们都想知道真相,因为砂州子民有知道事实的权利。就像首相纳吉所说的政府最清楚的日子已经结束了,现在是人民要告诉政府怎么做。



诗巫的道路和排水系统
诗巫的基本建设差强人意已经是众所皆知的事实。诗巫的道路看起来像是战国时代的情况,排水系统更是无法用文字来形容。车辆在路上行驶感觉像是漂浮在水中的船,被一波又一波的水浪推动着。而且,路面上处处是坑洞好比被火箭击中般的状况。在柏拉旺选区里部分的排水沟已经倒挂,可以想象得到吗?
也只有诗巫才可以看到这样迷人的景点。当人民向相关单位投诉时,他们习惯性的告诉人民“没有钱”。现今人民都知道政府只有在选举来临时才会铺平或填高道路。
政府对于建设不足的最佳借口就是因为诗巫是坐落在泥炭地的地区内。因此,必需花费高成本来建造较好的道路和水沟,以及昂贵的维修费。如果是以这样的管理方式,谁还需要政府?

诗巫的体育和娱乐设施
国阵政府没有关心诗巫人民的生活需求,诗巫是唯一没有一座有水准的综合室内体育馆供人民使用。曾在15年前我们拥有一个室外体育场,后来将该地点让出用于建造现有的三洋大厦。从那时前我们一直期待州政府可以重建一间体育馆给人民使用。在木杰里麻的室内体育馆空间和设备不足,根本无法进行排球和篮球比赛,主办单位被迫租用市内的中学体育馆来进行比赛。
排球协会已经率先与保诚合作,透过保诚公司的赞助来建造有国际水准的室内排球场,这种的贡献是值得赞扬的。我想记录在案,我衷心的感谢他们愿意接受建造室内排球场的挑战。保诚保险公司捐资300万用于建造这间4层楼高可以容纳4000人,具国际水准的室内排球场。整个工程的建设估计耗资600万,目前还差300万的建筑费。
州政府如何能够坐视不理,没有给予经济援助。毕竟,这是关乎到诗巫人民的利益。州政府至少应该承诺将给予部分经济援助或者是拨款300万来建造该排球场。我们希望财政部长会考虑这项请求,早日给我们好消息。



青年人未来的投资
过去诗巫是砂州最大的城镇,如今却落后古晋和美里,接下来很快将被民都鲁和木胶迎头赶上,取而代之。为何会出现这种状况?为何诗巫在过去20年被国阵政府边缘化,诗巫是砂州唯一一个市镇没有一所完整的大学。一个地方如何能够繁荣如果缺乏高等学府来教育新生代?我明白卫理教会在诗巫西岸的巴湾阿山选区里建立一所大学,可是政府没有给予批准。为什么?难怪年轻人会离开诗巫。因为诗巫不能容纳他们,当年轻人完成他们的中学教育后。还有什么值得我们投资的如果优秀的人才都离开砂州去其他国家或州属服务。这种荒谬的事件不断上演我们的政府竟然还是傻乎乎的,不以为然。

华社与华文教育
华社长久以来都希望州政府可以承认母语教育,学习母语教育是人民的基本权利。华社透过第3类名义付还税款,他们必须依靠自己去捐款筹集资金。
虽然独中统考文凭(UEC)的水准受世界不少过600所大学所承认,然而却被国阵政府忽视。自1970年至今还没有受承认。

土地问题
我们所面对的土地问题还没有得到解决。从土地地契更新到土地转让都被土地法典第47和第48条文所牵制。虽然大部分的城市选民都对不公平的土地政策表达不满,可是州政府依然没有理会人民的疾苦。
在去年,诗巫华团(UCA)已提交一份完整的报告书给首席部长,报告关于土地对人民的影响,被影响的不单是华族而已,而是砂州所有社群。首长是否有详细阅读该报告?首长是否会接受华团所提交的建议?如不,为什么?

环境与污染
位于乌也路8N.49南甲选区,那是一个超过700户住家的密集住宅区。居民们抱怨当地的沥青工厂所排放的黑烟已经严重的影响到他们的身体健康及造成环境污染。早在2003你他们就已经竭尽所能将问题反映给相关单位,可是他们的投诉没有得到重视,问题无法得到解决。
他们曾在2003年签署了一份请愿书,要求政府重新安置的沥青厂。可是相关单位的专家告诉他们这些烟不会危害人们的健康。如果是这样的话,为什么陆路交通局要对付排放二氧化碳的车辆?

首长与人民脱节
国阵在2010年诗巫补选败选后一再表示他不懂华社要的是什么。我怀疑他是否知道达雅族群要的是什么。那显示出他与达雅族群脱节。他当砂州首长30年,怎么会不知道华社要的是什么?
另一方面,砂州达雅族群成为国阵掌权下的受害者,最首要的问题就是土著习俗地被国阵所控制。前柏拉固州议员在面子书上发出一道问题,那就是“人联党对华社,还是那么息息相关吗?”我认为应该被解读成“首长或国阵对砂州人民,还是那么息息相关吗?”
我们砂州子民,无论是伊班,华人,马兰瑙,马来人和比达友全民都希望能有以人民利益优先的CAT政府。我们希望砂州子民能够分享砂州的财富。我们希望砂州可以摆脱已经成为商标的贪污形象。

改变的世代

2011416日砂朥越人民已经大声和清楚的发出他们求变的心声,向执政党说够了!改变的新生代已经在刚结束的州选举诞生了!人民正在寻求改变。并且,希望可以终止砂州的贪污腐败。
随着近45%人民拒投国阵,为国阵创下史无前例的败绩。国阵领袖是否有听到砂州子民的哭泣声吗?新加坡总理告诉新加坡人民他已经听到他们的声音,因在刚过的选举近40%的人民把票投给反对党。他已经将内阁改组,以符合民意,即使是其父亲李光耀也被迫放下职务。
砂州首席部长可曾听闻?他不但没告诉人民他所听到的,而是漏夜到州元首官邸宣誓为砂州首席部长。巴旺阿山区州议员同样跟随其脚步,在没有通过人联党中委会批准私自宣誓入阁。有没有因砂州国阵内部斗争促使首长在大选之夜感觉冷淡及失去信心?我们想知道,因为我们认为这是一个很好的指标,关于首长在未来的几年将如何引领砂州。我们认为这表明了他只对自己的权利感兴趣多过听取砂州子民悲哀及痛苦的心声。
首长怎能安心入睡,如今砂州内陆的人民依然生活在没有基本设施供应的环境如电流供应,清洁的食水及基本健康医疗?首长如何能够吃的好,许多贫穷的家庭根本没有能力拥有食物摆放在餐桌上供孩子食用?首长怎能好好休息,时下大量的缺乏就业机会?如何才能使首席部长良心发现,知道砂州被联邦政府边缘化,政府只关心开发砂州丰富的天然资源如石油,天然气,矿产和森林资源?首长是否知道砂州被标榜为有“两足类鳄鱼”的州属?广大的人民称呼当选的政治人物为YB,但是YB不表示是尊敬的,而是鳄鱼!我们能够责怪他们吗?答案在予我们自己的良心!

以民为本的民联政府

民联政府在民联领袖英明领导下已向人民显示出以民为本的政绩如槟城和雪兰莪建立3Es中心给人民提供技能和教育,使人民有权利或机会确保能够分享同等的经济成果。有一个笑话,虽然许多人称砂朥越州首府为猫城,可是却没有“猫”的好政府。
民联政府表现出良好的施政方针。槟城不仅被总稽查师报告评为拥有最好财务管理的州属,但也被国际透明组织称赞建立拥有完整性的领导。槟城也是硅谷和马来西亚最适合居住的城市。槟城是目前马来西亚投资新冠军,是2010年最高投资额的州属。槟城已RM122亿投资额取代2009年冠军的砂州。在2009年以21亿排名第4位,猛增5倍排名第1位。相对的砂州从2009年拥有RM85亿投资额跌至2010年以39亿投资额排名第4位。
这是史上槟城在大马排名第1位。通过RM122亿由国内和外国的投资金,并且展现出投资者对由民联政府掌管的槟城有信心。排名第2位的同样是民联政府所管理的州属,投资额为RM106亿.
事实上,4个由民联执政的州属,槟城,雪兰莪,吉打州和吉兰丹州组成的总投资额为250亿令吉或占53%大马的总投资额。大马在2010年总投资额为RM471亿7700万。在马来西亚由民联管理的4个州属,任何一个都可胜过其它国阵治理的州属。
民联可以为砂朥越带来什么改变?它是简单的,而至关重要的是必须停止让国家继续腐败。民联入主布城后首100天将实行所定下的5项承诺。(ROCCS5项承诺包括设立皇委会落实马来西亚成立时对砂沙两州许下的承诺(Royal Commission of Inquiry)、提高石油税分享额至20%(Oil)、肃贪(Corruption)、打击罪案(Crime)及让砂沙两州人民拥享有公平对待(Sabahan/Sarawakian)。我们挑战国阵政府仿效以下:
1)  皇家调查委员会-砂州政府应该支持成立皇家调查委员会来调查政府机构人员滥用权力。
2)      增加砂州石油及天然气的开采税由现有的5%增至20%。增加15% 30亿税收可以为砂州带来迅速的发展。
我们可以设立砂州犀鸟基金,从20%中抽取5%做为消除贫困的用途。每年分发600令吉养老金给老年人及提供教育基金贷款给所有欲接受高等教育的砂州子民。同时也为州内创业一族提供创业贷款协助他们的业务可以成长,这项贷款不分土著与非土著。在登嘉楼州政府已经成立了一个投资局来监督和管理基金(最初成立的资本为10亿令吉)。这些基金的资本是由石油和天然气所收取的税收所得,由国外银行和投资者掌管。目的是防止政治人物利用肮脏的手段从中得利,从而保障人民的利益。
3)贪污-这是砂州首要实行的任务。我们要通过工程公开招标,铲除政商勾结及禁止批准政                    府地和工程合约给首席部长,部长,助理部长,国会议员,州议员,政治秘书和市议员

要重新掌管砂州的资产,我们必须拥有良好的施政。好的施政应当包涵能力,公信力和透明。这已经在槟城实行了。
4)罪案-砂州人民面对日益严重的攫夺,光天化日打枪   ,非法外劳所带来的社会问题。砂州的治安已经响起警钟,人民对于治安败坏感到恐惧。我知道在N.49南甲选区里的一间半独立屋在过去50天曾5次遭不法之徒破屋干案。除此之外,还有一些部长,助理部长,国会议员也曾是受害者   。如今连这些高官显要都受害,这种治安情况怎能令人民觉得安全。截止今天为止有多少高档案已经解决?州政府必须向联邦政府施压,要求派遣更多的执法人员前来保障砂州人民的切身利益。
5)砂朥越优先-砂州必须给予优先,毕竟多年来一直被忽略。这些都已成为过去,无法重新来过除非政府部门高职由砂州人民接任。马来西亚至少10个部门高官由砂州人民掌管。
我们的命运是掌握在改变的世代,从21岁至4070岁的砂州人民都要求改变。全世界都在改变从突尼西亚到埃及,从也门共和国到利比亚及从砂朥越到新加坡,人民已经发起挑战和寻求改变透过组织新政府。我相信贪污滥权的日子将要结束,金钱政治不能再巩固国阵的政权,砂州即将拥有自由和重生。

10道问题内容如下。
1. 请问首席部长和财政部长有关原油开采税:
(a)1976年州政府和国家石油公司达成协议,以开发砂州的石油和天然气。在现任首席部长治理下,是否曾要求国家石油公司重新检讨5%石油开采税?如是,何时及其建议书的条件?如不,为何州政府不曾检讨?
(b)请详细列明砂州原油和天然气为国有公司带来的税收,及自2001年至2010年付还砂州的开采税。
(c)请列出由谁负责监控在砂州探索到的原油和天然气的实际数量?国油或其承包商是否备有向州政府汇报的实际报告数据/记录或产品图表?如有,请拿出相关结构。如没有,我们如何确保付还砂州的原油开采税没有遗漏?
(d)州政府是否有意愿成立如登嘉楼州成立的基金(The Terengganu Investment Authority)?其目的在于导入部分原油开采税进入基金,为砂州的未来做准备。
2. 请问首席部长,人联党主席陈康南于4月17日通过《星报》指出,“人民要透明的政府,政府须改变执政方针,而且改变形式务必符合人民需求”。我们要在庄严的殿堂看看一些透明事务:
(a)请列出由2001年至2011年批准的木山准证数量,相关公司名字及实际砍伐面积的特许权。
(b)(1)请列出上述开采税的实际数额(2)按照付还州政府的数额。
(c)请列明拥有木山公司的操控人或拥有人家庭成员,是否在2001年至2011年期间,与州部长、助理部长及国州议员有任何关系?
3. 请问首席部长,以平等法形式聘请州内公共服务和法定机构的员工。
(a)请提供由2001年至2011年州政府部门、地方政府、官联公司职员详细的种族、性别和国籍的数据(巴仙率)。
(b)请指出全部负责征募州内公共服务和法定团体人员的团体/理事会/委员会。
(c)请列出州公共委员会成员的人数、种族与性别比例。
4. 请问房屋部长有关屋价上涨和砂州中低价屋的数目。
(a)州政府如何归类砂州低价和中价屋?砂州低价屋和中价屋的顶价是多少?
(b)从2001年至2010年,在古晋、诗巫、美里、民都鲁、泗里街和马拉端,分别建造多少间廉价屋?
(c)从2001年至2011年,联邦政府提供多少拨款予砂州政府作为发展廉价屋的用途?
(d)州政府有什么特定计划,以确保砂州新生代在屋价不断上涨的情况下,不会成为“无家可归”一族?
5. 请问工业发展部长有关兰岛班章造船厂和工业地带,1997年基本设施发展部长黄顺舸在诗巫宣布,州政府将拨款1千万令吉发展兰岛班章基本建设。1997年3月25日,工业发展部长阿邦佐哈里在诗巫宣布,州政府已经批准1千万令吉拨款予兰岛班章造船厂基本建设的用途。
(a)自从2005年兰岛班章造船厂和工业区设立以来,州政府在该工业地带注入多少基本建设?
(b)政府于2008年在该地带建造500间廉价屋。这些房屋计划预计何时完工?请提供该工程的进展及将增设哪些基本建设。
(c)政府是否计划在造船厂地带的连贯道路装置路灯?如果是,何时完成?如不,为什么?
(d)依据报导,州政府批准1千万令吉拨款于发展兰岛班章工业区的基本建设。该报导是否属实?如是,请详细列出开销的支出。如不,为什么没有将钱用在上述用途?

人联败选巫失千万发展金?
6. 请问首席部长和财政部长有关政府的发展金,诗巫市议会主席于2011年5月12日表示,自从人联党3名候选人在刚结束的州选中败选,诗巫将失去1千500万令吉发展金。他的理由是每名国阵州议员每年有100万令吉拨款,5年合计将有500万令吉拨款。
(a)从2006年至2011年,有多少发展金被分配到诗巫各别选区及全部选区的常年拨款?
(b)从2006年至2011年,武吉阿瑟州选区是否包括在准许分配发展金的行列?如是,请告诉议会发展金发配的途径及谁负责管理有关发展金?
(c)州政府是否准备分配发展金给每个选区或只给予国阵所属的选区?
(d)州政府是否愿意仿效雪兰莪州政府的方案,各选区发放50万令吉拨款,不管来自执政党还是在野党的州议员?如不,为什么?
7. 请问首席部长有关诗巫治水计划。
(a)联邦政府已准许多少拨款于诗巫治水计划?
(b)联邦政府已发放多少拨款?
(c)哪几间公司或集团可以授权进行上述计划?该计划是否经过公开招标程序?如不,以什么标准选择已被授权的承包商?
(d)当巴旺阿山区州议员告诉媒体将授权部分治水计划予武吉阿瑟区州议员时,是否得到内阁的同意?如是,请列出内阁批准巴旺阿山州议员发放挖沙执照予武吉阿瑟区州议员的记录。如不,将采取什么行动对付巴旺阿山区州议员在报章上发放误导性讯息?
8. 请问土地发展部长有关无地契房屋事宜。
(a)有多少位于古晋、诗巫、美里、民都鲁、泗里街和林梦的房屋得到入伙准证及屋主入伙超过两年却未得到地契?
(b)为什么许多住宅区房屋和店屋的买主卡在所述的不寻常的状况(9a)?什么原因导致地契不被批准?政府正采取什么步骤确保这些业主在政府的五年任期届满前获得地契?
(c)州政府将如何保护砂拉越房屋购买者?发展商在房屋未施工前已允许出售吗?政府是否有愿意解决贫穷购买者的悲哀,对付那些失责无法向土地局取得地契的发展商?
(d)州政府是否准备引进西马的模式,即只批准已建好及有地契的房屋才可以出售?
9. 请问房屋部长和城市发展部长,诗巫市议会(SMC)于5月25日宣布该部门授独家代理权予Sar-Alam Indah Sdn.Bhd,以在市议会管辖范围内全权承接、维护和管理。该项决定即时生效。
诗巫的门牌税将在中央排污系统完成后调涨,砂环境与公共卫生部长拿督斯里黄顺舸指出,“中央排污系统是砂房屋与城市发展部属下展开的工程,不在其部门管辖范围”。(《婆罗洲邮报》,2011年5月27日)

(b)政府承诺并透过媒体宣布给独中董联会2000公顷的土地在那里?请提供土地的细节和下落?
(c)政府是否考虑拣选州内2000公顷于不同区域的土地做为分配给独中和教会学校的教育用途而不是单单分发比较没有价值的内陆地区土地?
(d)请注明从2001年至2011年由州政府分配给独中和教会学校的拨款。
(e)州政府是否有意承认独中统考文凭?如有,请问几时落实和有关细节。如没,为什么?

1)  Wong Kee Woan to ask the Chief Minister (Oral Answer) :
         On the matter of oil royalty
a)  Has the state government under the current CM ever requested the review of the oil and gas royalty with the petronas? If yes, when and how was the terms proposed? If no, why?

b)   Please state in detail the oil and gas revenues generated by Petronas in Sarawak and the royalty they pay to Sarawak from 2001 to 2010.

c)  Please also state who is in charge of monitoring the actual amount of oil and gas been explored from Sarawak? Is there any actual readings/logs to monitor the actual production? If yes, please produce the mechanism to this House. If No, why and how do we know there is no leakage in terms of oil royalty been paid to the state.
d)  Will the government set up a fund such as that being set up in the state of Terengganu (the Terengganu Investment Authority) to safeguard the interests of the people? How else can the government safeguard that Sarawak will have the necessary funds once the oil and gas reserves dries up?

George Chan, the President of the SUPP said on the 17th April 2011(The Star) “The rakyat want a transparent government.” So let’s see some transparency in this August House.
a)  Please state the number of timber licenses been issued from the year 2001 to 2011, the names of the companies and the actual acreage the timber concessions given to each of them.
b)  Please state the actual amount of royalty the above-mentioned (a) companies paid to the state government accordingly.
c)  Please highlight the companies that are controlled or owned by the family members of relatives of the ministers, assistant ministers and Aduns who served from 2001 to 2011.

Fair representation of the state civil service and statutory bodies
a)  Please provide a detail (percentile) of the civil servants employed by all the state government departments, local governments, Government linked Companies(GLC) and statutory bodies in terms of race and sex and nationality from the year 2001-2011.
b)  Please name the body/board/commission which is in charged of all recruitments of the state civil service,GLC and statutory bodies.
c)  Please tell the House the number of members of the State Public Commission who are in charged of the recruitment exercises and the racial, sex breakdown of the members of the all powerful Commission.

4) Wong Kee Woan to ask the Minister of Housing and Urban Development (Oral Answer) :
On the rising cost of houses and the number of medium-low cost housing in Sarawak
a)  How do the state government categories the low and medium cost houses in Sarawak? What is the ceiling price for the low cost house and the medium cost house in Sarawak?
b)  How many low cost houses have been constructed in Kuching, Sibu, Miri, Bintulu, Sarikei and Meradong for each respective year from 2001 to 2010?
c)  How much have the federal government allocated to the state government for the purpose of the construction of the low cost houses for each respective year from 2001 to 2011?
d)  What are the plans in place by the state government to make sure that the younger generations of Sarawakian would not become a “homeless” class in view of the rising cost of the houses in the state? How many low cost houses are government going to build for the next 5 years in Kuching, Sibu, Miri, Bintulu and Sarekei?
5) Wong Kee Woan to ask the Minister of Industries Development (Oral Answer) :
On Rantau Panjang ship building and industrial zone- On 1st March, 1997, Wong Soon Koh, then the Minister of Infrastructure Development, announced in Sibu that the State Government would allocate RM10 million to develop the infrastructure facilities of the shipbuilding site at Rantau Panjang.
a)  Since the setting up of the said Rantau Panjang shipbuilding and Industrial zone how much have been injected by the state government in infrastructure developments to the said zone.
b)  The government has implemented a low cost housing project at the said Zone with the construction of 500 units low cost house in 2008.When is the projected expected to be completed? Please supply the status of the said project and the infrastructures been put in place to make the project viable?
c)  Has the government planned to install the street lighting for the road (9 KM) accessing to the said special ship building zone? If yes, when would it be completed? If no, why?
      d) It was reported that a RM 10 million allocation by the state   government for infrastructure development for the said Rantau Panjang Industrial area. Is the report true? If yes, please give a detail break-down of the money spent. If no, why?
6)Wong Kee Woan to ask the Chief Minister and the Minister of Finance (Oral Answer) :
On development funds allocated by the government, the Chairman of the Sibu Municipal Council has on 12/05/2011said that since 3 of the SUPP candidates lost their seat in the recently concluded state election, Sibu has lost RM15 millions of fund.
a)  How much is the fund being channel to each constituency in Sibu and all the constituencies in Sarawak annually from 2006-2011?
b)  Has the state constituency of Bukit Assek being included in the funding grants from 2006-2011? If yes, please tell the House where did the fund channeled to and who were responsible to administer the funds? If no, why?
c)  Is the state government prepared to allocate grants for each constituency or is it only going to give to BN’s constituencies?
d)  Is the state government willing to emulate the Selangor state government’s formula whereby each constituency is allocated RM 500,000.00  regardless the ADUN is from the ruling or opposition party? If no, why?
7) Wong Kee Woan to ask the Chief Minister (Oral Answer) :
Flood mitigation plan for Sibu
a)  How much allocation has been granted by the Federal government for the said Sibu Flood Mitigation project?
b)  How much funds has actually been channeled down by the Federal government? Please update the status of the implementation works.
c)  Which company or companies have been awarded the said projects? Was the projects been approved or under implementation awarded based on open public tender system? If not, then by what criteria were the contractors been chosen?
d)  Did ADUN for Bawang Assan get the consent of the cabinet when he told the press that he will award part the flood mitigation plan to ADUN of Bukit Assek in August 2010? If yes, when? If no, what action would be taken against the ADUN of Bawang Assan for misleading the rakyat?

8) Wong Kee Woan to ask the Minster of Land Development (Oral Answer) :
On landed properties without leases/titles
a)  How many houses are there in Kuching, Sibu, Miri, Bintulu, Sarikei and Limbang which have Occupation Permit and have been owners’ occupied for more than 2 years but without land title or lease?
b)  Why are there so many residential houses and shop houses where the house buyers are stuck in the situation of  (a) above-mentioned? What are the causes of this non-issuance of title? What steps if any is the government taking to make sure that these poor home owners will be given title eventually before the government’s 5 years term expires?
c)  How is the state government going to protect the house buyers in Sarawak whereby the developers are allowed to sell houses even before the construction has started? Is the government willing to solve all the woes of these poor house buyers by taking action against those developers who have failed their duties in obtaining the title from the Land & Survey department?
d)  Is the state government ready to introduce the model of the West Malaysia whereby only completed house with ready titles are allowed to be sold?

9) Wong Kee Woan to ask the Minister of Housing and Urban Development (Oral Answer) :
The Sibu Municipal Council (SMC) has on the 25th announced that the Ministry has granted the exclusive right to Sar-Alam Indah Sdn. Bhd. to undertake, maintain, manage and operate the Sibu sludge within SMC area of jurisdiction with immediate effect. The Minister of Environment and Public Health said: “The project is not under my ministry but Housing and Urban Development.” (Borneo Post, 27th May 2011)
a)  Who are the shareholders of the Sar-Alam Indah sdn. Bhd.? Please list out the breakdown of the share capital and the shareholding of the company as per Form 24 and Form 49 of the Company Acts. Are any of the shareholders and Directors related to any of the member of this House?
b)  Was there an open tender being called for the project? If yes, please list out when and where it has been called for?
c)  What did Sar-Alam Indah Sdn. Bhd. do exactly apart from collecting the rates from the Public? What infrastructures do they provide to enable the government to grant them the exclusive rights?
d)  Please list out the exact terms that the state government entered into agreement with them. Is the government going to display the whole agreement to show transparency? If no, please state the reasons.
e)  In view of the roar and public discontent that the whole thing has created, is the government willing to put on hold the implementation and call for another open tender to protect the interests of the people of Sibu?
f)    Apart from Sibu, please tell the House what similar plans are there to grant exclusive rights of the sludge treatment and operations for Miri, Bintulu, Kuching and Sarikei?

a)  Is the government willing to support the Independent Chinese Schools and Missionary Schools in Sarawak systematically by allocating a budget for them in the state annual budget? If yes, when and how the governments intend to assist them? If no, why?
b)  Where is the 2000 hectares of land that the government has promised to the Association of Chinese Independent Schools as announced in the media? Please provide the details of the whereabouts of the land?
c)  Would the government consider allocating the 2000 hectares of land from different divisions of the state instead of allocating the land in the interior of Sarawak such as the division of Kapit that announced by the media?
d)  Please state the grant and allocation by the state government to the Independent Chinese Schools and Missionary Schools from 2001-2011.
e)  Is the state government willing to recognise the Unified Examination Certificate (UEC)? If yes, please state when and how? If no, why?
