黄培根:挑战人联党主席沈桂贤来诗巫和一起巡视综合政府诊疗所





诗巫乌也路综合政府诊疗所被许多的民众投诉已经不是一朝一夕的事,尽管过去行动党国州议员多次把问题传达给政府,但是非常遗憾的国阵联邦政府继续漠视这些问题的所在。
众所周知,乌也路综合政府诊疗所长年人满为患,有些病患为了争取能够领到前面的挂号甚至于清晨56时就已经守在门外,等诊所开放后第一时间递入病历卡领取看病编号。
日前我和特别助理就亲自前往乌也路综合政府诊疗所及南兰综合诊疗所视察及“体验”民众所面对的问题。两间的综合政府诊疗所相较起来,显然的乌也路综合政府诊疗所面对的问题严重许多。
我察觉诊疗所内环境简直是糟糕透了 !历时几十年的乌也路综合政府诊疗所内的设施几乎没有提升。诊所内部的座椅本来就有限,不足以容纳这么多的病患,因此站着等候原本是无可厚非。不过令人感到气愤的是部份座椅却久已失修,塑胶椅显得摇摇欲坠,有的甚至已脱落,但是当局却没有及时给予维修。病患身体已不舒适,现在连个椅子都没有的坐,而且一等就需要好几小时才轮到看诊拿药,尤其是对上了年纪的病患及行动不便者来说,更是苦不堪言。
此外,诗巫乌也路政府诊疗所病患逐年暴增,诊疗所内的空间太小,因看诊人数过多而拥挤,空调不足,影响空气流通。之前,政府声称因为地方受限所以无法扩建乌也路政府综合诊疗所,但是卫生部应该考虑拨款为整间诊疗所安装空调,翻新所有的椅子,这样至少能让病患有较舒服的环境等候问诊,同时,医疗人员在舒适的环境下也能更有效率的去服务病患。
国阵的部长们根本未能体会普罗大众的痛苦,他们自身或许有能力选择环境舒适的私人专科,但是对许多普通老百姓来说私人专科医院的昂贵医药费根本负担不起,这也是政府诊疗所病患人数一直增加的原因。我相信在糟糕的环境下不只病患感到痛苦,甚至该诊所内的医务人员也不好过。
“试问,部长们本身是否有能耐长期呆在拥挤闷热的工作环境?可能卫生部长自己长期坐在布城舒适宽敞的冷气房内惯了,所以无法有类似的同理心 !”
我们甚至接获诊所内的医务人员投诉说他们的工作环境需要改良,尤其是,配药柜台太窄极需要扩充。
在整个关察过程中,我们发觉配药处的人潮拥挤的情况最为糟糕,不只在乌也路综合政府诊疗所,甚至过后我们前往南兰综合诊疗所也是遇到同样的问题,尽管配药处的配药师已经非常努力的工作但是人潮还是“停滞”在配药处。在场许多民众也都纷纷向我投诉他们在诊疗所一等往往就是要半天,若是来自偏远乡区的病患,他们甚至要花上整天的时间。
不过至少南兰综合诊疗所内的设施和环境比乌也路综合政府诊疗所好许多,虽然后者历时较久,而且地方受限而不能扩建,但是,为何拨款全面提升诊所内的设施,尤其是安装空调系统都不能做到?
我们进行祥细关察及讨论后,做出了一些建议做为疏缓乌也路综合政府诊疗所人潮的方案:
(一)    政府必须增加诊所内的人手尤其是配药师,虽说空间受限,但是可以进     行轮班制,把工作时间延长至晚间九时半。
(二)    星期六照常运作至少半天至中午12时。
(三)    加强宣传,教育及鼓励民众,善用现有的“手机短讯预约拿药时间的服 务系统,此举可以缩短病患本身等候时间及减少泊车问题。
(四)    作为长期计划,政府必须在诗巫觅新地点兴建另一所综合政府诊疗所,把求诊人数分散。
追根究底,这些种种问题的衍生主要原因是国阵政府分配资源不公,没有正正把钱用在刀口上本来可以用于公共医疗、教育、福利的资源,被首相署夺取,导致医院拨款被削减而许多的提升计划被逼搁置我们可以看到2017年財政预算案中,首相署拨款佔了160亿。但实际上首相署並不需要那么多拨款,2008年阿都拉担任首相的时代,首相署拨款只有70亿令吉,可是现在由纳吉担任首相,2016年的首相署拨款就翻了3倍,增加至210亿令吉。
砂拉越政府医院长年人满为患,医疗团队却人手不足。阿德南领导的砂拉越政府必须索回医药自主权,让砂拉越政府能自行分配医药设施和医务人员,如此才能针对砂拉越内陆地区的各个情况进行有效的医疗规划。
针对砂拉越普罗大众所面对的医药问题,行动党呼吁砂卫生局总监拿督祖基菲里赞丹严正看待提升州内现有的医疗设备及服务的需求,当中包括新医院或诊所的增设。砂拉越行动党肯定还会继续把问题带入国会及州立法议会向国阵政府施压至到见到成果。
我们也要挑战人联党主席兼砂地方政府部长沈桂贤来诗巫和我们一起巡视乌也路综合政府诊疗所及南兰综合诊疗所来解决这个悬而未决的人民问题!

黄培根:经年失修 海唇街马克律道路待重铺



行动党砂州副主席兼柏拉旺区州议员黄培根认为,海唇街及马克律后巷走道应该重铺及美化,以利民众走动。
他说,他接到不少在上述后巷营业的商家反映后巷走道的问题,并发觉到海唇街及马克律商店后巷多处的走道虽然之前有铺上柏油,但经年失修,如今以出现凹凸不平,有些甚至龟裂造成坑洞。若有路人尤其是老人一不留意就会被绊倒,十分危险。
他发表文告称,2017是年诗巫旅游年,诗巫市议会之前宣布将进行一系列的提升基本设施工程,当中包含了观光景点走道、道路及卫生方面等。但是,地方议会似乎忽略了美化海唇街及马克律商店后巷,该处的商店都是在四五十年,甚至六十年前所建造,当初商家除了在商店前面营业,许多也在后巷开业,至今已经有数十年的历史,也成为了诗巫的特色之一。
配合旅游年除了道路及观光景点的基本设施活得提升外,地方政府不应该忽视一些市区后巷的历史文化特色。这些后巷有潜能打造成具特色和有吸引力的新概念景点,以便在市区有限的空间拓展更多新景观,带动更多外来人流和旅客进来这里。因此,诗巫市议会首要任务必须把后巷走道重新铺上柏油,全面提升它的容貌以给游客们留下好的印象。
美化老街后巷迎客来
黄培根表示,目前的诗巫市中心外的商业区发展得非常迅速,因此对市区内的商家造成非常大的竞争。为了保持平衡,他建议诗巫地方议会必须立刻把这几个深具有历史文化特色的老街后巷重新美化,使诗巫的商店后巷及边巷能够给人整齐美观的感觉,借此吸引更多人,提升商家们的生意额。
他称,诗巫近年来的经济走下坡,其中一个因素是人口外流,同时,本地未能长期连续性的吸引外来游客,因此,商家小贩的生意也越来越有限。其实这些后巷和街道已经有数十年的历史,建筑物拥有特色,诗巫市议会可以把它们重新打造起来,成为本区未来的新看点以带动外来人潮和游客进入本区。

诗巫后巷商业活动绝对是一个值得重新美化及打造。一旦落实这计划,未来就有机会为诗巫市区打造出一个新的看点以带动外来人潮和游客进入市区。我呼吁诗巫市议员们不要挂着头衔,他们应该多到市区走动亲身去了解民生问题,同时我也建议诗巫地方议会不要雷声大雨点小,而是必须立即派员探讨,拨款落实美化诗巫海唇街及马克律商店后巷,为诗巫市区的商业活动注入一股新活力。

巫统热衷玩弄族情绪当做政治筹码

最近的巫统大会上,巫青团副团长凯鲁阿兹万表示,若华裔继续支持行动党,他和巫青团将强烈要求中央政府停止拨款给华校、不颁发政府合约、不允许华裔任职公务员,甚至会出现“减少关注”或“消灭华小”的诉求等言论已经严重破坏大马的全民团结。

巫统的代表们每年在巫统大会上的种族极端言论不绝于耳,他们借此玩弄族情绪来当政治筹码。凯鲁阿兹万的停止拨款给华裔, 并也扬言将拨款转移给宗教学校及土著经济基金的言论也充份体现出巫统所散播的种族狭隘思维, 以及巫统霸权几十年来已经浅移默化的把国库当作自家的党库。

孰不知国家拨款并非是属于巫统,部长或副部长的钱,那是各族人民所缴纳的税款。这些钱是用在发展国家,让各种族都能均衡的享有发展的成果。但是,国家局势发展至今而来,我们可以看出这些人民所委托予政府管理的钱已经任由国阵巫统在滥用权力之下说了算。

一马公司案清楚显示了国阵政府对于贪腐丶挪用公款和滥用权力毫不在乎。它是马来西亚独立以来最大型的贪腐丑闻,该公司成立后至 2013 年之间,虽然政府官员与内部人员多次利用一马公司转移资金,盗用资产,导致几十亿的国家财富就此蒸发,但是在巫统的霸权下,至今涉及此案而身份呼之欲出的“大马一号官员”竟然不被提控,反而揭发此案件的在野党领袖都纷纷在被滥用的司法之下受到了对付。


巫统所发表的种族极端言论无非是想要转移视线国阵本身的管理不当,因为在国阵的政策下,马来人同样的也是受害者。比如汽油涨价,马来同胞也一样被逼使用贵汽油,食用油津贴取消后无论是什么族群也都同样食用贵油以及马币贬值所带来通货膨胀同样冲击各族人民,消费税政策的实施,难道马来同胞就不需要缴纳 6%的消费税吗?


随着第 14 届全国大选的脚步越近,巫统领袖更是把行动党当箭靶,并把行动党标签为奉行华人沙文主义的政党。巫统此举无非是在恐吓马来和华裔选民,同时也刻意标榜自己为捍卫马来族群的英雄,误导性的灌输若没有了巫统马来人就会失败的意识予支持行动党的马来选民,以期望在 308 大选和 505 大选国阵所流失的马来选票在来届大选回流国阵。

巫统领袖一而再,再而三的极端言论只会加剧种族两极化,这不但对国家建设没有帮助,反而破坏了大马要在 21 世纪成为一个具备国际竞争能力的国家。倘若是一个负责任的全国执政党,那么就应该在大会上把重心放在涵盖全民的国家政策,而不是让利用大会成为玩弄种族主义进行恐吓以达到政治目地的平台。

马来西亚若继续由崇尚种族主义及玩弄恐吓政治手段的巫统所主导的国阵执政的话,那么受苦的将会是各族人民,反之若由希望联盟执政的话,并不会如巫统主席兼首相纳吉所说的马来人权益会面对结束,马来机构将消失等问题,反而是那些朋党及利益集团将会遭受到终结,因为届时希望联盟将致力打造一个不分肤色,公正,廉洁,严厉杜绝贪污滥权的新政府。

Debate speech Nov. 2016 (Sarawak Budget 2017)


Budget session
The budget session is very important as the budget shows how the government is going to allocate and share the resources, in the most basic form it is “who gets what, when and how?”
Legislatures play an important role in monitoring government budgets. Most democratic constitutions demand that parliament/state assembly deliberates on and approves the annual budget. Transparency and accountability are only achieved through independent checks on the integrity of a budget. Is government doing what it says it will be doing and is the monies spent to benefit the peoples?

Monitoring government budgets is also conducive to better decision-making within government and prevents leakages. It provides a forum for purposeful and concrete engagement between the executive, the legislatures and civil society around critical choices and allocation of resources.

The goal of the budget is supposed to ensure that public funds will be spent in accordance with the needs of the people, ensure that public projects are structured to benefit the peoples as opposed to politically well-connected as well as enabling Sarawakians to achieve greater economic freedom.

But in Sarawak, the BN government has all this while has a free hand as such many have labelled the state legislature as the rubber stamp of the executive branch and the minority views have been drowned /lost in the House.


Malaysia budget 2017
Tuan Speaker, are we happy about the federal budget 2017? Is our CM pleased with the scrap been thrown at Sarawak by the PM cum Finance minister? I know 2 of his deputies are happy about the Malaysian 2017 budget as they gave that away by telling the press.

However, our Minister for Welfare, Women and Community Wellbeing DatukFatimah Abdullah said there were 486 dilapidated schools throughout Sarawak and 183 of them were categorized as ‘worse than others’.
“We need to upgrade all 183 dilapidated schools. They cannot wait. The allocation for only 30 schools does not even constitute half of the schools that urgently need repairs and upgrading.”
The CM when tabling the Sarawak budget 2017 said that the 2017 allocation under the national Budget is just NOT ENOUGH.
You see, Tuan Speaker, we have serious conflicting statements from the same cabinet. If our CM says the federal government is “stupid” then how about our own state government? Does the word “stupid” sound appropriate?
Tuan Speaker, so how much was the actual grant for Sarawak in budget 2017? RM 150 million! That’s like a drop in the ocean where the national budget is concerned and proves DAP right that the only way forward for Sarawak is for Sarawak BN to withdraw its support for national BN to show its resolve.

The allocation of only RM 150 million is not even 1% of the development expenditure of the Malaysia Budget 2017, not even 1 %. Imagine that the CM always says that because of the courteous relationship between the federal and state government we should be able to secure more from the federal government.

Again we see that no matter what the CM says and no matter how Petra Jaya supports Putra Jaya, we are still been left out to dry by ourselves. The pertinent rights such as the demand for 20% oil royalties was not even been mentioned much less been addressed by the PM in Budget Malaysia 2017.

Malaysia Budget 2017 also ignored the state government’s request for the return of stamp duties for land transfer, mortgage and other dealings, which was under the state’s jurisdiction and rightfully revenue for the state, but was wrongfully taken away from the state by the federal government.  A review of the special grants for Sarawak pursuant to the Tenth Schedule, promised to be reviewed every five years after the formation of Malaysia but was only reviewed once in 1969.


Sarawak to rise up
Sarawak can’t rise if our Petra Jaya bows to Putrajaya, all the talks about claiming back the rights are just rhetoric without substance.

The CM must take the lead after the state election when he pledges to restore the glory of Sarawak and take back our rights. He made restoring of Sarawak rights his election manifesto but how much progress do you think he has made or able to  make in his remaining 4 years in the post of CM. Time is ticking and he must spring the long marathon like it is a 100 meter race or else he will leave the office empty handed.

However, everyone now knows that the state of Sarawak being one of the poorest states in Malaysia was attributed by the facts that the state BN who have sold our rights away over the last half a century, the worst were
 1) supported the amendment of artice 1(2) which downgraded our status from a partner of three to just a state in Malaysia, 
 2) the signing of the Petroluem Act whereby Sarawak gave up our rights to oil and gas for a mere 5% of what we are worth, 
 3) the state BN support that passed the GST act making Sarawakian pay for 6% GST and thus the downward spiral of our economy and made so many poor Sarawakians poorer , 
 4) the unconditional support of the state BN for the National Security Act which made Sarawak lost any of its residual power because the PM and the council could revoke anything under the said act.


Export of sand, clay and stones, a case of Sarawak BN failure to defend our rights
These are the minerals extracted from our land, Sarawak. Previously, before this year, for the exportation of such sand, clay and stones, the exporters only need to get the permit from the Land and Survey Department. This year, the federal department of Mineral and Geo-sains, started to implement the new policy that all such exportation shall require the prior permits from the said Federal department.

The customs department works hand in hand with the said federal department and prohibits the exportation of such sand, clay and stones from Sarawak without the permit issued by the said department
.
In addition, royalties are also charged by the said Department on the exportation of sand, clay and stones from Sarawak. As a result, the exporters from Sarawak have to pay both royalties to the state and federal government.

Tuan Speaker, by requiring a permit to be issued, the federal government is exerting its control over the exportation of natural minerals resources of Sarawak.

This is a new policy implemented by the federal government at the height of Sarawak government demanding for more autonomy and devolution of power. Instead of devolving more power to the state government, the federal government is now imposing its control over the jurisdiction that’s sorely ours.

The most disappointing fact in this further encroachment into the state autonomy is that the Minister of Natural Resources and Environment is a Sarawakian himself, the Member of Parliament for Santubong, a senior member of PBB, a local party.

While the Chief Minister is putting up a show of bravery to fight for more autonomy for Sarawak, his subordinate in PBB, sitting as a federal minister, is implementing federal policies which encroaches our state’s right.

It seems that the Sarawak BN Members of Parliament are not only sleeping in Parliament while Sarawaki’s rights are eroded, but the ministers from Sarawak sitting in Federal Ministries are taking active parts in the further erosion of Sarawak’s rights.
When Adun for Kota Sentosa raised the matter in Parliament, none of the Sarawak BN MPs dared to say anything, the minister himself did not even come o parliament to answer to the point raised.
Does the State government know about this? If not, are you sleeping after 50 years? If yes, why do you allow this to happen?

Tuan Speaker, I challenge BN law makers in this House not to speak of the lack of development in their constituencies if they will for they always talk about BN bringing developments while the oppositions can’t. In actual fact, they always talk about the lacking of the most basic amenities in their constituencies and never ask “why?” They blindly support the Administration and like I said earlier “sign Buta” of all the bills and motions or laws that the executive asked of them. For example if the government ask them to sign away the Immigration autonomy, I am sure they will just happily sign it away, that’s what I see of the BN lawmakers.

Tuan Speaker, we should not make this House the Rubber stamp of the BN government or else there is really no hope whatsoever for Sarawak. We need to rise above the gutter politics that had made us where we are today. There is no point crying all the time that we have been mistreated by the federal government when our lawmakers and leaders are blind loyalist of UMNO led BN.
Tuan Speaker, Sarawakians believe that as long as BN remains in Putrajaya the development disparity between Sarawak and peninsular Malaysia will never be able to be bridged as BN is the perpetrator for the poor state of the affair of Sarawak. 

We need the state government to pay more than lips services if we want Sarawak to catch up with the peninsular, words like “tidak cukup” or “we also want Sarawak to have the same facilities as enjoyed by our brothers and sisters in peninsular Malaysia” by the CM are not enough although they sound nice and brave to some.
When I tabled the motion for the state government to demand that the federal government to allocate funding for Sarawak Railway Line, when DAP and PKR tabled the motions to claim back our state rights and what not, the question the BN should ask is “are these beneficial to the people of Sarawak?” instead of seeing them as the Motions from the opposition.

My motion for a Sarawak Railway Line have captured the imagination of Sarawakians who all this while thought we will never catch up with the West Malaysia. What I did though was merely fighting for the rights of Sarawakians and we deserve better than what the BN government granted them.
Sarawak government must understand that if we do not demand, nothing will be given. The MP for Sibu has brought the question of a railway line in Sarawak to Parliament and was told by the Minister that because Sarawak has never brought up the matter and thus the federal government will not even entertain such an idea.
Tuan Speaker, so much about Sarawak rights and devolution of power.


Sibu marginalized
Tuan Speaker, since 2011, I have raised many issues about the developments of Sibu or rather the lack of them. Over the past 10 years, there is no new road or link being built/constructed in Sibu and Sibu’s development has basically come to a standstill. I have submitted a Sibu Outer Links’ proposal to the CM’s office in October 2015 and urged our CM to have it adopted into the 2016 budget. The 70 million proposal will ease the heavy traffic jam and solve the problem of the lack of connectivity among the densely populated residential and commercial areas in Sibu as well as pave the way to develop a low cost housing hub in Sibu.

Tuan Speaker, to deny Sibu the necessary budget in 2016 and 2017 is to totally cut Sibu out of the state development, the BN state government is in contempt of the people of Sibu as we don’t see any reason for the CM to refuse a proposal which is good for Sibu even if that proposal was initiated by the DAP.


Setting up free tuition in all the 82 state constituencies
Tuan Speaker, I have set up a community center in Pelawan and provide free tuition for kids from the poor families and a mini library for the benefits of the community in my constituency of Peawan.

DAP has set up an Impian House in Miri which provide free tuition for the 37 kids who live in the squatters in Miri.

Our Minister for Welfare, Women and Community Welbings was recently being reported saying she hopes that the Bill for the intervention programme to enhance students’ achievements in public exams will be approved.

Thus, I urge the state government to set up free tuition center in every constituency in Sarawak to assist the students and the parents, if DAP can do it then I don’t see any reason why the state government with an anuual budget of RM 5.3 billion can’t.


The Police Chief or OCPD Sibu
West Malaysian head of Federal departments or the Ketua Polis Daerah in Sarawak must understand that they are in Sarawak and must not be “sombong” as if they only have to be answerable to their superiors in Wet Malaysia.

Tuan Speaker, we have a KPD in Sibu who refused to have dialogue with the opposition elected representatives although we have written twice to him for a dialogue session to address the issues of security and crimes in Sibu.

Feedback from the public is that many KPD in Sarawak polis daerah are those who are almost of retirement age when they received their commission for the post of KPD and they lack the passion to serve knowing very well that it is simply a “pre-retirement posting”.

Tuan Speaker, as the Officer in-Charged of a Police District (OCPD), he should know that the police needs the cooperation of the general public if he wants to fight against crimes but how can he cooperate with the general public if he refuses to work together with their elected representatives? 

I urge the state government to seek an explanation from the Sarawak Police Chief and failing which the CM can use his immigration authorities to send back the KPD Sibu just like what he did to Petronas.All the west Malaysian serving in federal departments will then not repeat the mistakes made by the KPD Sibu and serve Sarawakians with dignity and respect.


GST and its effects on the local economy
Tuan Speaker, correct me if I am wrong, I was been told that the Rajang port authorities (RPA) has experience a sharp decline in its volume since the beginning of 2016. I was told that from its peak of handling 4000-5000 containers per month, it’s now handling something of 1000 containers per month and is not even able to meets its own operational cost.

The seriousness of this is RPA being the port handling the cargoes coming into central region of Sarawak and if what I was been told is correct, it shows that import of goods have dropped by 70% and the local economy in the central region is facing its worst in decades.

Tuan Speaker, many small marts in Sibu have closed down in the past 6 months and the reason being their business volume dropped sharply since the implementation of GST, they cannot claim the GST rebate and thus lost their competitiveness.

Businesses across the board have reported a drop of business from 50-70% this year and many will not survive until next year, from furniture stores to fashion outlets and to hardware stores, many are contemplating to wind up their business in 2017.

But I did not see any intention of the State Government to address this issue or any plan to help the businesses suffering due mainly by the GST. I want to place on record that because of State BN MPs supporting the GST Bill and their vote for the said BILL to pass in Parliament, the state BN must be held answerable for the state of the economic affairs in Sarawak.

Are we to blame on the federal government or should state BN take the blame as well? We can’t keep on the blaming game while we are a part of the state of the affair.



Tuan Speaker, I conclude my debate saying that a development biased budget and a rural biased budget tabled by the CM will not be able to get Sarawak anywhere because Sarawak has been robbed of our rights and resources and the only way forward will be for the state government to make a stand against the Bully in PutraJaya.

















国阵就是355法令修正案的幕后黑手

首相兼巫统主席纳吉昨日表示,巫统领导的国阵政府于1124日与伊斯兰党讨论后决定接手修改1965年伊斯兰法庭(刑事权限)法令(355法令)的法案。从掌管司法与国会事务的首相署部长阿莎丽娜动议让哈迪的私人法案越过政府事务提呈到昨天由 首相兼巫统主席纳吉宣布政府接手,这已清楚证明国阵就是355法令修正案的幕后黑手。

哈迪阿旺的私人法案一步步为伊刑法铺路,让伊斯兰法庭得以根据伊刑法行刑,是一个毋须置疑的事实。近来在国会,巫统与伊斯兰党已显然越走越近,伊党为了支持国阵的财政预算案而选择弃投,而且也禁止伊斯兰党党员赴净选盟5大集会。这也显示巫统的策略已经奏效,除了实现所有穆斯林议员大团结而支持哈迪阿旺的私人法案,同时也巩固了巫统的政治地位。

马来西亚建国契约清楚阐明我国是一个世俗国,现在国阵政府接手修改伊刑法相等于企图改变现有国家世俗体制。伊刑法案由政府接手修改,蓄意让它通关落实那么就是已经把国家的司法打开了缺口,导致将来会有更多的伊行法提呈国会要求通过落实,这等于变相的把国家政策给伊斯兰化,侵蚀我国是一个世俗国的原则。

尽管首相兼巫统主席纳吉表明提呈国会的355法令修正案私人法案,主要是要伊斯兰法庭的地位和权限所以不可以政治化这个课题,但一旦获得通过提升伊斯兰法庭的权限,那么有关州属的伊斯兰法庭等同和民事法庭享有着平等的地位,那么这个局面一旦出现,将出现许多司法冲突,比如将衍生伊斯兰法庭和民事法庭出现判决不一的可能性,两个法庭在涉及穆斯林与非穆斯林案件的审理权限等等问题。

在砂拉越,尽管砂土保党主席兼首长阿德南之前表态砂拉越国阵坚决反对伊刑法,但是随着副首相阿末扎希来访砂拉越及经过一番游说之后, 阿德南似乎已放软态度,并说满意阿末扎希的解释,而也改口说将“保持观望”。这也不竟也令人担忧阿德南只是在在人民面前高喊反对,在巫统面前以及在国会内最终还是俯顺巫统的策略及立场。砂民进党主席拿督斯里张庆信更早已率先坚称355法令与伊刑法无关,并呼吁华社不要惟恐天下不乱,同时也明确表态砂民进党赞同修改355法令。至于人联党及其它砂国阵成员党,他们永远只是在扮演随从的角色,看着土保党脸色办事。

从整个局势发展看来,伊斯兰法庭的地位和权限修正已实在必行,砂行动党挑战砂拉越国阵全体国会议员是否敢于在国会内否决这伊刑法案。如果不敢,而让这个法案成功通关的话,那么证明砂拉越本土政党能捍卫砂拉越人的权益之说更本只是在自欺欺人。砂拉越国阵国会议员更必须立刻辞职下台,因为你们已经出卖了所有砂拉越人下一代子孙的权益,完完全全违背了选民对你们的委托

预算案会议

预算案会议是十分重要的一环,因为它将显现政府将如何的分配各项资源。立法议会则在监督政府的财政预算扮演非常重要的角色,大多数民主宪法都要求议会审议并批准所提呈的预算案。只有通过对预算案的独立审查才能实现完整的透明度和问责制。

监督政府预算也有利于政府能做出更好的决策,以及能为行政,立法和民间社会之间围绕着关键选择和资源分配的目标和共同参与提供了一个平台。

此外,预算案的基础更不可建立在政治的利害关系上, 而是要以确保公共资金的分配是符合人民的需求,及所推展的计划都能使人民受益, 縦而使砂拉越人能够享有更大的经济自由为主要目标。

但是在砂拉越,国阵政府似乎可以为所欲为,因为州立法议会早已经成为了政府的橡皮图章”, 少数人的声音总是被淹没在议会厅内。



2017年马来西亚财政预算案

我们的首长是否对联邦的财政预算感到高兴?据我透过媒体所知悉两位副首长对这次2017年马来西亚财政预算案感到高兴。

跟据砂拉越福利、女性与社区发展部部长拿督陈赛明表示,州政府已鉴定州内有486所学校处非常残旧的状态,当中有183所学校必须立即获得重新建设,很遗憾的所获得的拨款只够应付其中的30间学校的重建经费。

而当首长本身提呈砂拉越预算案时也表示联邦拨款太少。我们可以看出在同一个州内阁却出现冲突性的声明。所以,当首长斥骂联邦政府愚蠢当儿,他是否在五十步笑百步?
砂拉越在2017年预算中的实际拨款只有1.5亿令吉! 这跟本就是联邦预算案的沧海一粟,这数目甚至占不到联邦预算案里发展开销的1%。首长总是说,由于联邦和州政府之间的关系密切,砂拉越应该从联邦政府得到更多.

如今可以看到,无论砂州如何大力支持联邦国阵, 砂州仍然是被遗忘及任由自生自灭。例如砂州20%石油开采税的索求事项,首相在2017年预算中根本就只字不提。
同时, 2017年联邦财政预算案也忽视了砂州政府所要求退还土地转让,抵押和其它交易印花税事项,这原本就是属于砂拉越管辖权和法定收入,但却被联邦政府所夺走。 与此同时,原本承诺在马来西亚成立后每5年审查一次的特别拨款事项,却只有唯一一次在1969年审查过。


砂拉越自主权

如果首长在索回砂拉越自主的谈话只有花巧却没有实际行动,那么砂拉越自主权只会是白日梦。

首长必须率先兑现他之前的兢选宣言在州选举后索回所有属于我们应有的权益,但是在他剩余4年的首长任期内能有多大的作为?如今他必须与时间赛跑,否则他将在任期内空手而回.

然而,众所周知 ,砂拉越是马来西亚最贫穷的州属之一,这是由于州国阵政府在过去的半个世纪中出卖掉了我们的权益,比如:
1)
砂拉越国阵于1976年支持宪法修正案第12)条文导致砂拉越降格为13个州之一
2)
砂拉越国阵签署了石油法 放弃了对州内石油和天然气的权益,而只保留该天然资源总值的5
3)
砂拉越国阵支持通过实行消费税使砂拉越人得支付6%的消费税,从而使我们的经济下滑导致州内人民更加贫穷。
4)
砂拉越国阵无条件支持国家安全法,使砂拉越 失去了任何剩余权力,因为首相和理事会可以行使权力撤销任何事情。

联邦政府干涉砂州政府出口矿物的权力
今年,天然资源和环境部之下的矿物与地球科学局开始实行新政策,即,任何要从砂州出口石头、粘土、沙之类的矿物,都必须事先得到该局的批准,之前,砂州出口矿物只需砂州土地测量局的批准就可出口了,而税也只是还给砂州政府。这也是宪法所赋予砂州政府的权力。
关税局甚至与上述联邦部门携手合作,禁止在没有该部门颁发的准证的情况下从砂拉越出口沙子,粘土和石头。此外,该部门还向砂拉越出口沙子,粘土和石头的商家抽税。 因此,砂拉越的出口商必须同时向州和联邦政府支付税款。
由此可见,通过颁发准证,联邦政府正在对砂拉越天然矿物资源的出口实行控制。这就是联邦政府在砂拉越政府要求更多自主权和权力下放所实施的新政策。 联邦政府不但没有将更多的权力下放给州政府,反而是控制了我们所属的司法管辖区。
最让人遗憾的是允许这侵犯砂州权益发生的部长,还是天然资源和环境部部长,一位来自砂拉越土保党的部长,即,山都望的国会议员。砂州首席部长在过去两年,不断的吹嘘要捍卫砂州的权力,但摆在眼前的却是他的下属,土保党所推荐的联邦部长,在联邦部门,却实施侵犯砂州权力的政策。
看来,砂拉越国阵的国会议会议员不仅在国会里睡觉任由砂拉越的权益被侵蚀,反而砂拉越的部长还在联邦部门内正在积极参与进一步侵蚀砂拉越的权益。
当哥打圣淘沙的国会议员在国会提出这个问题时,没有任何一个砂阵的国会议员敢于出声,甚至部长本身也没有回到国会来回答所提出的问题。
砂州政府是否知道这一点? 如果没有,你50年来都在睡觉了吗? 如果是,你为什么允许这种事情的发生?
我向立法议会内的国阵州议员挑战,不要总是谈论国阵带来的发展,而反对党不能。 事实上,他们总是谈论他们的选区缺乏最基本的设施,但是从来不问“为什么?”他们选择盲目地支持政府,像我早些时候说的那样,“盲目签署”所有的法案和动议。 例如,如果政府要求他们签署移民自主权,我相信他们会很高兴地签字,这是我所了解的国阵立法议员。
我们必需跨超越政治鸿沟,我们不应该使这个立法议会成为了国阵政府的“橡皮图章”。当我们的立法者和领导人是巫统所主的导国阵的盲目忠诚者时,我们将会继续一直受到联邦政府的欺压。
砂拉越国阵如果继续留在联邦国阵,那么砂拉越和西马之间的发展差距将永远无法弥合。我们也希望砂拉越拥有和西马来半岛相同的设施,那么首长必需更勇敢一些去索回。
当我提出动议案要求州政府要求联邦政府拨出资金用于兴建砂拉越铁路时,当行动党和公正党提出要求退回我们的国家权益的动议时,国阵应该要清楚知道是这些是有益于砂拉越人民的动议而不是把他们看作是来自反对党的动议而拒绝.
我的一个砂拉越铁路计划是为了争取砂拉越人的权利。砂州政府必须明白,如果我们不要求,联邦政府什么也不会给。诗巫国会议员将砂拉越的铁路问题提交给国会,却被部长告知砂拉越政府从未提出过这个问题,因此联邦政府甚至不会考虑这个计划。


诗巫被边缘化

2011年以来,我提出了许多关于诗巫缺乏发展的问题。 在过去十年中,诗巫没有新的道路或链接正在建设,可以说诗巫的发展已基本停顿。 我于201510月向首长署提交了诗巫外围道路连接计划书,并敦促我们的首长将其纳入2016年预算案中。 7千万的建议将减轻繁忙的交通堵塞,解决诗巫人口密集的住宅和商业区域之间缺乏连接的问题,以及为在诗巫开发一个低成本的住宅中心铺平道路。

政府把诗巫发展排除在2016年和2017年的预算外,等于是蔑视诗巫人民,因为我们没有看到任何理由首长会拒绝 该提案,即使该提案是由行动党所发起的,但绝对是造福诗巫的计划。



在所有82个州选区设立免费补习中心

我在柏拉旺设立了一个社区中心,为贫困家庭的孩子提供免费补习,并在我的选区柏拉旺设立了一个迷你图书馆,为社区民众带来好处。
行动党也在美里设立了一个“梦想屋”,为住在该地非法住宅区内的37个贫苦孩子提供免费学习。因此,我敦促州政府在砂拉越的每个选区建立免费补习中心,以帮助学生和家长,如果行动党可以做到,那么我没有看到任何理由为什么预算为53 亿令吉的州政府不能做到。


警察局长或诗巫区警察总监

马来西亚西联邦部门主管或砂拉越的警察总监必须明白,他们在砂拉越服务不应该表现傲慢,好像他只需要向联邦的上司负责而已。
我们的诗巫警察总监,拒绝与反对党代议士进行对话,尽管我们已经写了两次邀请函要求会面进行对话会以解决诗巫的安全和罪案问题。
来自公众的反馈意见是,砂拉越政府的许多警察总监是那些几乎在退休年龄的人,当他们被升任为警察总监一职位时,他们已经缺乏了服务的热诚,他们认为那只是一个退休前的过渡职位。
身为警务人员,他应该知道,如果警方要打击罪案,警方也需要市民的合作,但他却拒绝与当地民选的代议士合作?我敦促州政府要求砂拉越警察局长解释,如果他没有这样做,首长可以行使他的移民权力把诗巫警察总监送回西马。这也将警惕所有在马来西亚联邦部门服务的马来亚人将不会重犯诗巫警察总监所犯的错误,并以尊重的方式为砂拉越人服务。


消费税及其对本地经济的影响

我被告知,拉让海港局(RPA)从2016年开始成交量急剧下降。从每个月处理4000-5000集装箱/货柜,降到现在每个月只处理1000个集装箱,甚至都不够应付营运开销。

这是非常严重的,拉让海港局(RPA)是处理进入砂拉越中部地区的货物港口,如果以上数据属实,那么它表明货物进口量下降了70%,中区的地方经济正面临其几十年来最糟糕的一次。

许多小公司在过去6个月已经停止营业,原因是他们的生意额自消费税实施以来急剧下跌,他们声称得不到GST的回扣,从而失去了他们在市场上的竞争力。

跟据全球企业报告,今年的生意量总体来说共下跌了50-70%不等,许多企业将无法生存,直到明年,从家具店,时尚商店到五金店,许多都打算在2017年结束营业。

至今我任然没有看到州政府有任何意愿或计划去解决这个问题,以帮助那些在消费税之下所蒙受打击的企业。我要把这些记录在案,因为砂拉越国阵的国会议员支持消费税法案及投票支持上述法案在国会通过,所以砂拉越国阵政府必须对目前砂拉越的经济状态负起责任。

我的结论是,首长所提出的是一个偏向发展和偏向乡区的预算案,它并不能引领砂拉越走太远的路,因为砂拉越的权益和资源早都已经被剥夺,唯一的方法是州政府必须有鲜明的强硬立场来反抗来自联邦政权的欺压
