Tuan Speaker,
I rise to
debate on the Motion in appreciation to the speech delivered by his Excellency
Tuan Yang Terutama (TYT) in this august House on this 20th day of June 2013.
Malaysia
is a multi-racial society where we all live in harmony regardless of our racial,
religious and cultural backgrounds for the past 55 years and we are proud to
call ourselves Malaysian.
I
have many friends and among them are Ismail, Najib, Noradin, Siti, Fatimah,
Azizah, Anwar, William Ekie, Bob Bahru, Ramli Malarka,Join Brain, Bahru Bian,
Wong, Ting, Yong, Fong, Ling , Singh, Siva and many others just to mention a
few. I am proud to have friends who are Muslim, Christian, Buddhist, Hindu and
Sikh.
But
certain quarters are willing to incite hatred among us by issuing racist
statements in the press before and after the just concluded general election
for their own selfish agendas. These peoples must be condemned and the full
force of the law must wield on them for their seditious statements that could
caused mistrust and tension among the different ethnic groups in Malaysia.
In a forum organized by UiTM Malaysia Alumni Association and
Gabungan Pelajar Melayu Semenanjung in Kuala Lumpur, Mohd Noor, ex-judge of the court of appeal, warned the Chinese that there would be a
backlash for their “betrayal” of the ruling party at the 13th general election.
The Utusan Malaysia, the organ and mouth piece of the UMNO, on its
front page headline asks “ Apa lagi Cina
Mahu?”
DR
MAHATHIR: CHINESE 'REJECTED MALAY HAND OF FRIENDSHIP'
The former PM, Tun Mahatir, is at the
forefront of the “hate” campaign. “I have said this several times in my campaign,
even in Johor. Lim Kit Siang brought about the concept of Malaysian Malaysia,
with the intention of making the Chinese hate the Malays,” he said.
For
the past half a century, the Chinese have been the loyal supporters of the BN
and the DAP never say anything about betrayal of the Chinese but accept their
choice and decision which is the hallmark of a democracy.
PM: Chinese tsunami
Prime Minister Najib Abdul Razak blames the poor performance of
the BN on a Chinese Tsunami! How could it be a Chinese Tusnami when the PR won
51.7% of the popular vote on the the GE13? Even if all the Chinese vote (which is not the case) for the PR, if the
Malays and Indians and Dayaks and Kedazan-Dusun and Orang Asli and Orang Ulu
did not vote for the PR, then the PR will not be able to get more than 25% of the votes.
Tuan Speaker, this Dewan should set an example for all the
Malaysian by being the first in Malaysia to take a stand on Racist and we
should join force to condemn all who had uttered and fanned the racist remark
regardless of their position and standing. We should not let our political
divide becomes a racial divide, our country cannot sustain a racial discord and
our rakyat should not be subject to these kinds of racial bashing and rhetoric.
Let’s see what Malaysian generally want from the results of the
GE13 and how we shall move from here. Not only did BN lose a further seven seats to Pakatan, but it
won with only 47% of the popular vote, this speaks loud about whether the
general population support the BN’s call for stability, continuity and economic
growth, or support the opposition Pakatan Rakyat (PR or People’s Alliance) call
for the end of corruption, the institution of minority rights and dealing with
issues over the cost of living.
The BN wins the polls
by political gerrymandering and handouts in the form of BR1M and the use of
government’s machineries such as mass media and racial bashing in certain areas
and secured 133 parliamentary seats although the PR won 51.7% of the popular
votes.
Many youths are angry
that their votes did not count because they felt that how could 51.7% of them
lost to 47%, mana ada adil? Hundreds of thousand thronged the “Blackout” rally
organized by the PR in Selangor, Penang, Ipoh and even Sibu. The participants
were from different ethnic backgrounds and NOT the Chinese alone, I must
stress.
A record electoral
turnout and over half a century of essentially one-party rule, the Malaysian
people embrace change; Ubah! Although we came short in
making history by becoming the new federal government but Malaysian had risen
to the challenge and turn up in force to participate in the election process by
becoming the campaign volunteers or becoming the polling agents and counting
agents and monitoring the election process. This is a victory for Malaysia by
its own right and we are proud of them.
The BN governments
must look at the results and come to terms that people demand change. If BN
wants to regain the people’s trust and recover some lost ground from Pakatan
Rakyat, it simply has to change. Don’t point finger at the Chinese community
when there has been an urban swing to Pakatan by all communities living in
major towns, cities and suburbs.
Top among the issues
that saw BN losing ground is the Corruption and follows by the Cronyism and
nepotism which has become the trademark of the BN administration. Other agendas
are the inflation and low salary-trap of the middle Malaysian. People are
crying out loud for fairer distribution of wealth and resources and when their
voice are not heard they turn to the ballot box demanding change, that’s the
main reason why their voted for Pakatan Rakyat and BN has to accept their
decision no matter what.
Sarawak, Tanah Air ku
Sarawak rural folks
remain the “fixed deposit” of the BN although the PR managed the biggest win in
the history with 6 urban seats under its belt. The state BN managed to get 25
out of the 31 parliamentary seats and thus helping the BN to hold on to the
power.
Sarawak becomes the
kingmaker in this election contributing 18.79% of the seats to BN, and without
the Sarawak-based parties the BN would collapse as they have only 108, which is
short of the 112 threshold to form the government.
The people in Sarawak
now expect returns and they expect the state BN to deliver to them what the BN promised
during the general election.
Now the question is “would 6 ministers and 4 assistant ministers
solve our problems?”
The PM announced the
new cabinet line-up on the 15th May 2013 and Sarawak is rewarded 6
full ministers and 4 assistant ministers in Najib’s administration. Expectedly,
the PBB is the biggest winner with 4 ministers and 3 assistant ministers while
the SPDB got none.
Remember that we are
still one of the poorest states in Malaysia and we are behind our counterparts
in the peninsular Malaysia by at least 20 years in infrastructure developments.
Questions such as the
following must be addressed by the Sarawak BN:
Would Pan Borneo
Highway be constructed into a dual carriageway without tolls in the next 5
years? PR promised that in the GE13 manifesto and people expect the BN to
deliver as well.
Would all the folks in
Sarawak be able to enjoy treated piped water as well as electric current in the
next 5 years? 30% of rural Sarawak
has no electricity and 41% are without piped water, this speaks volume of the
developments of Sarawak.
Can the federal
government help us to wipe out poverty in 5 years? According to the federal Ministry of Finance, up to
September 30th, 2009, there are 10,531 families in Sarawak in the category of
hard core poverty and there are 14,528 household in the category of poverty.
Among these, 70% are Dayaks!
Will the federal government grant us 20% oil
royalty? The PR’s GE13 election manifesto has promised 20% oil royalty if they
take Putrajaya,it is time the BN state
government demand that from the BN federal government.
Would the Lanang
Bridge’s toll be abolished? The toll collection for the said bridge has become a
stagnant hold on the economy developments for Sibu, Meradong and Sarikei.
How would the
resources of Sarawak be distributed more fairly? Would Sarawakian be able to
enjoy lower electricity tariff taking into consideration that Bakun HEP
project.
I hope the CM can enlighten us on these in his
ministerial reply soon.
Sibu, too many unresolved issues
Two years ago in my maiden speech in this August House I said
:
“Road and drainage infrastructures in
Sibu
Sibu is famous for
its notorious infrastructures, the roads look like those in the war-torn
countries and words can’t describe the drainage systems in Sibu. One would
think and feel that he is riding a boat instead of a car; the car swears as if
it’s riding the waves and then potholes everywhere would rock the car as if it
is hit by a rocket. The drains, some of them in the constituency of Pelawan are
upside down, imagine that!
Only in Sibu can
one really see amazing sites like these .When the Rakyat complain to the
authorities concerned, they would be told “No money”. Now the Rakyat know that
the government would only pave certain stretches of road if there is an
election coming.
The government best
excuse would be Sibu is located on the peat soil area and thus it is costly to
build proper roads and drains and the maintenance is very expensive. If that is
the way of governing, who would need a government?
During the last
session of the Dewan meeting, I said

”The AG’s report for 2012 has pointed out that the local council
in Sibu(SMC) has failed to fully utilized the grants from the federal and state
government from 2009-2011. Out of the total sum of RM 62.17 million only RM
49.03million was utilized, we would like the Minister of Local Government and Community
Development to explain to the House where the rest of the money are?” I am still waiting
for a reply and the people of Sibu are waiting for an answer as well.
Lamp
posts-

There are many areas in Sibu where there isn’t street lighting
and lamp posts along the major roads and streets;
3)
1) Ulu Sg. Merah Lorong 38-48, residents moved into 5
years ago and yet the road between lane 38-48 are still without lamp
posts.
4)
2) The middle 2 km stretch of Jalan Tun Ahmad Zaidi
Adruce linking the Salim road to the Sibu-Bintulu road to the airport is
not even planted with lamp posts. Countless accidents had happened over the
years and lives were lost because of it.
Crimes and security
Cyber gambling is
so rampant in Sarawak and the social ill that it brings have made many families
broken and many youths have resorted to robbery and theft to settle the
gambling debt thus contributing to more crimes against the society at large.
The state
government needs to set up a task force to monitor the police performance in tacking
the cyber gambling immediately as
I am sorry to say
that not much has been done as if the government did not do anything at all. Peoples
are fed up with the government and they have lost faith in the BN to deliver
and that is one of the reasons why the majority voted for the PR/DAP in the
just concluded GE13.
Tuan Speaker, we have a reserve of some RM 18 billion and our
state coffer is rich enough to bring developments to all the folks.
But when we ask for better roads and drainage system, the local
government replies “No Money!”
When we ask for free WiFi, the minister reply “no need!”.
When we ask for street
lamps, the minister reply is “Upon availability of funds”
When we ask for specialists at the general hospital, the
minister replies “can’t find them!”
When we ask that crimes be stop, they say “it is a federal
issue!”
When we ask for meritocracy in the civil servants’ recruitment,
the minister replies “Chinese not keen!”
When we ask for ministers and assistant ministers to declare
personal asset, their just pretend they did not hear it.
When we ask for the Pan Borneo Highway to be upgraded to a dual
carriage highway, the minister replies “we will do it by stages.”
When we want annual systematic allocation to the Chinese
Independent schools, they say “education is a federal issue.”
When we speak out for our Dayak communities, the minister
replies “I am a Dayak, I know to take care of my own people.”
When we say we want 20% oil royalty, the minister says “we are
getting it through other allocations for projects”
When we want solutions for our economy woes, the CM’s answer is
“SCORE”
When we ask that all the government projects be subject to open
tender system, they just pretend deaf and dumb.
When the CM says “"They (MACC)
don't deserve my cooperation because they have been naughty... and they have
not been honest,” we know our CM is the most
powerful man in Malaysia already.
Tuan Speaker,
How can we truly bring developments
and reform to Sarawak when the ministers and assistant ministers do not even
care to answer the questions in this Dewan? How can we have a transparent
government when the ministers and assistant ministers do not declare their
personal assets? How can we have a clean and efficient government when the
families and cronies of the leaders are given government projects? How can we
wipe out corruption when the MACC has been belittled and yet they don’t dare to
say anything or take any action?
But one thing is for sure, the political
landscape of Malaysia has changed and people can see the difference they can
make with their votes. As society progress and as the social media network
reach the rural area, the wind of Change would spread to all corner of Sarawak
and Malaysia and unless the BN governments
buckle up they will be blown away in the coming election.
Tuan Speaker, I speak with my clear
conscience without fear and favor and that is my responsibility and duty as the
elected wakil of the people. I just wish that all the ADUN in this August House
will put their interests aside and speak out for the people of Sarawak for
once.

但是在刚刚结束的全国大选之前和之后,一些种族主义者为了达到本身的议程不惜通过媒体发表煽动性的言论来挑起种族间的仇恨。这些肇事者必须受到严厉的谴责以及法律的制裁。因为他们煽动性的言论可能造成马来西亚不同族群间的不信任和紧张。
前上诉庭法官莫哈默诺阿都拉在一场由玛拉工艺大学校友会与半岛马来学生联盟所联办论坛上警告华裔必须承担第13届大选“背叛”后反弹的后果。
马来西亚前锋报,一家为巫统发言的报章,在头版刊登“华人到底要什么?”
敦马哈迪:“华人拒绝马来人友谊之手”
前首相敦马哈迪,站在最前线号召“恨”情绪运动。他说“我在竞选期间已经说了很多次,即使在柔佛。林吉祥带来所谓的马来西亚人的马来西亚,其意图是想让华人憎恨马来人”。
在过去的半个世纪中,华裔是国阵的忠实支持者。但是行动党从来没有说华裔是背叛者,我们接受他们的决定和选择,因为这是民主国家的象征。
首相:华人海啸
首相纳吉将国阵不佳的选举成绩归咎于华人海啸!在第13届大选民联得到51.7%的支持率,这怎么可以被喻为华人海啸?即使所有华人投民联(事实并非如此),如果马来人,印度人,达雅族,杜顺人和原住民没有投给民联,民联不可能得到超过25%的选票。
议长先生,这议会应该首开先例成为马来西亚首个针对种族主义表明立场的议会,以身作则合力谴责发表种族煽动性言论者,不论他们的身份和地位。我们不能让政治鸿沟演变成种族鸿沟,我们国家不能够支持种族不和谐,我们的人民不能陷入种族仇恨和华丽虚饰的言语。
让我们来看看大部分的人民要求什么样的第13届选举成绩。我们应该从这里做为起步点。国阵不仅输掉7个席位,而且只赢得47%的支持率,这说明了普遍上人民支持国阵的稳定性,持续性和经济增长或支持民联(民联或人民联盟)的号召要求终结贪污,少数人权机构和一切关于生活费用的问题。
国阵赢得选举透过政治徇私及派发一马援助金,使用政府机制例如主流媒体以及在部分地区制造种族仇恨。国阵以133席简单多数议席险胜,然而民联却获得51.7%的支持率。
许多年轻选民感到愤怒,他们觉得他们的选票没有被计算,为何51.7%的支持率却输给47%支持率,这样那里会公平?上百万的人民参与由民联号召的“黑色”集会,这些集会分别在雪兰莪,槟城,怡保甚至是诗巫举行。我必须强调这些参与者都来自不同种族背景,不只是华人而已。
创纪录的选举投票率,基本上半个世纪多以来都是一党在统治,如今马来西亚人民要拥抱改变!虽然我们创造了历史,但是我们无法成立新的联邦政府。但是马来西亚人民已经接受挑战,勇于以义工的身份参与竞选活动,例如监票员,计票员来监督选举的过程。这是马来西亚的胜利,透过他们的权利,我们为他们感到骄傲。
国阵政府必须关注选举结果,并且做出转变来迎合人民的需求。如果国阵要重拾人民的信任及收复失去的议席,政府务必做出改变。不要把矛头指向华社,当所以住在主要城镇,城市和郊区不同族群的选民转投民联。
让国阵失去基本票源的主要因素是贪污,朋党及裙带作风已经成为国阵治国的标志。其它影响中间人民的议题包括通货膨胀和低工资陷阱。生活在水深火热的人民要求更公平的分配财富和资源,当他们的声音不被重视的时候,他们唯有透过选票来要求改革。这是选民转投民联的主要原因,无论如何国阵都要接受他们的决定。
砂拉越,我生长的土地
砂州的农村依旧是国阵的“定存”,即使民联已经创造历史,夺得最大的胜利,赢取6个议席。砂国阵在31国会议席当中赢取了25个国会议席,为国阵保住了联邦政权。
砂州成为造王者,此届选举为国阵贡献了18.79%的席位。倘若,没有砂州本土政党,国阵仅有108席,在最少必须拥有112席才能组织新政府的情况下,国阵将会倒台。
砂州人民不要求任何回报,他们只要求州政府可以兑现选举时所许下的承诺。
现在的问题是“6个部长和4名助理部长能够解决我们的问题吗?”
首相在5月15日宣布新内阁阵容,砂州被分配到6个名额的正部长和4个名额的副部长进入纳吉所领导的新内阁。特别是最大赢家的土保党被分配到4名正部长和3名副部长,可是民进党却没有得到任何内阁成员的名额。
请记住,我们依然是马来西亚最贫穷的州属之一,在基本建设上我们至少落后西马20年。
砂州政府必须解决以下的问题:
在未来5年砂州政府是否将泛婆公路提升为双程大道,而且不收取过路费?民联已经在第13届全国大选的宣言中承诺,人民希望国阵政府可以实现同样的计划。
在未来5年住在乡区的人民是否可以享有清洁的自来水供应和电流供应?30%的乡村居民没有电流供应,41%没有自来水供应,以这样的论述来发展砂州。
联邦政府是否可以协助砂州在5年内摆脱贫困?根据联邦财政部,截至2009年9月30日,砂州有10,531个家庭被归类为极度贫困,14,528个家庭被归类为贫困。当中70%是达雅族群!
联邦政府是否提升石油开采税至20%?民联在第13届大选宣言中承诺一但入主布城将给予20%的开采税,这是时候州政府向联邦政府表达这项需求。
南兰大桥是否取消收费?大桥收费制已经造成诗巫,马拉端和泗里街的经济停歇不前。
如何将砂州的资源更公平的分配?砂州在拥有巴贡水利发电站的优势下,是否考虑降低电费供人民使用。
我希望首长可以尽快让得到相关部门的答复。
诗巫,许多悬而未决的问题太多
在两年前,我首次在这神圣的殿堂演讲时说:
诗巫的道路和排水系统的基本建设
诗巫的基本建设臭名远播,道路好比战国时代状况及无法用语言形容的排水系统。人们坐在车里的感觉犹如逆水行舟,道路的坑洞造成汽车摇晃,汽车仿佛乘风破浪,就好象被火箭击中般。在柏拉旺选区里的部分地区的排水沟倒挂,想象一下那样的状况!唯独诗巫可以看到这样的奇观。当人民向相关单位投诉的时候,他们被告知没有“没有钱”。现在人民已经知道政府只会在选举的时候铺平一定的路段。政府以诗巫是泥炭沼泽地做为无法提供良好基本建设的最佳借口,因为一切的维修费非常昂贵。如果那就是政府的施政方式,那我们为何还需要政府?
在去年第二季的会议时我说:
1)
诗巫市议会(SMC)在2012年稽查报告中被点名没有善于利用2009-2011年由联邦政府和 州政府所给予的拨款。在总数6千217万拨款当中只有4千903万被利用,我们要地方政府及社区发展部向议会解释这些剩余拨款的去向?我仍然等待答复,诗巫人民都在等待答案。
路灯
2)
在诗巫有许多地区的道路和街道没有路灯;
3)
1)乌鲁顺溪美拉38至48巷,居民已经迁入该住宅区5年,可是在38巷至48巷之间依然还没有路灯设备。
4)
2)连接沙廉路至诗巫-民都鲁路和机场的敦阿曼再迪安都鲁斯路间中两公里的路段没有路灯设备。每年拥有无数的交通意外发生,许多宝贵的生命在这里丧生。
罪案和安全
砂州网络赌博非常猖獗,这社会问题造成许多家庭破裂,许多年轻人透过偷窃和打枪来偿还赌债。这为社会增加了更多的罪案率。州政府必须设立特别小组来监督警队的表现,立即打击网络赌博。
我非常的抱歉说;能力有限,如果政府没有采取任何行动。人民将对政府感到厌倦及对国阵政府失去信心。这就是为何在刚过去的第13届大选民联/行动党得到绝大多数人民的支持。
议长先生,我们拥有186亿的储备金,我们州财库丰盛,拥有足够的能力提供发展给砂州子民。可是,当我们要求更好的道路和沟渠时,地方政府的回应是“没有钱!”
当我们要求免费无线上网时,相关部长回应说“不需要!”
当我们要求路灯时,相关部长回应说“没有相关拨款!”
当我们要求中央医院要有专科医生时,相关部长回应说“不能找到他们!”
当我们要求打击罪案时,他说那是“联邦的课题!”
当我们要求以绩效制来聘请公务员时,部长回答“华人不热忱!”
当我们要求部长及助理部长申报个人资产时,他们假装没听到。
当我们要求将泛婆公路提升至双程大道时,部长回答说“我们会分阶段做”
当我们期望独中可以得到常年拨款时,他说“教育是联邦课题”
当我们为达雅同胞争取权益的时候,部长回答说“我是达雅人,我知道怎样照顾自己的族群”
当我们说要20%石油开采税时,“我们透过其它计划来分配”
当我们要为经济困境寻求解决方案时,首长的答案是“再生能源走廊”
当我们要求所有政府工程必须通过公开招标程序时,他们却装聋作哑。
当首长说:“他们(反贪污委员会)不值得我合作,因为他们很顽固。。。他们不诚实,”我们知道我们的首长已经是马来西亚最有权势的人。
议长先生,
我们怎样才能真正为砂州带来发展和改革,如果在这议会的部长和助理部长抱着漠不关心的态度拒绝回答问题?我们如何能够拥有一个透明的政府,如果部长和助理部长不申报他们的资产?我们如何能够拥有一个廉洁及有效率的政府,当领导的家属和朋党被分配到政府工程?我们怎样才能消灭贪腐,当反贪污委员会被轻视,他们不敢发言或采取任何行动?
但有一件事情是可以肯定的,马来西亚的政治版图已经出现改变,人们已经看到当中的区别,他们懂得如何运用选票。随着社会的进步及网络媒体延伸到乡区的当儿,改变之风已经吹向砂州和全马各个角落。除非国阵政府把它扣起来,不然的话这股风气将会吹到来届大选。
议长先生,我不会感到恐惧和青睐,我所说的一切都问心无愧。那是我身为人民代议士的责任和义务。我希望所有在这神圣殿堂的州议员们能把个人的利益放在一边,共同为砂州人民谋取利益。
