rise to debate on the Motion in appreciation to the speech delivered by his
Excellency Tuan Yang Terutama (TYT) in this august House on this 14th day
of May 2012.
BN Government urged to show they mean business in developing Sarawak
‘Even a kampung road in Peninsular Malaysia is much better than our Trans-Borneo Highway and the successes of Felda, Felcra and Risda make us feel jealous,’ said Kapit BN’s MP ,Alex Nanta Linggi,during the debate on the royal address in parliament.

Coming from an MP from the BN,
this cannot be false fabrication by the PR to mislead the people of Sarawak as
always been claimed by the BN leaders when we talk about the lack of
developments in Sarawak.
Sarawakains have always been
unhappy about the unjust and unfair treatments we received from the federal
government since we became part of Malaysia in 1963.
Talk like “Sarawak is the fixed
deposit“ bla bla bla and so on only anger Sarawakians more. The inequality and
unfair treatments we received from the federal government after we have contributed
so much to the BN government both in terms of the ballot papers and the federal
coffers is an insult to Anak Sarawak.
Where is the road ahead? Many are asking the question and they are looking for a way out
and time is running out for the BN to deliver their promises. The recent
annoucement by the Penang’s PR government to build 18,000 units of low cost
houses that costs aroung RM72,500 per unit is yet another milestone set by a
PR’s state government in Malaysia. Let’s us ask ourselves, how many low cost
houses have been built by the Sarawak BN state government and what are the cost
of these so called low cost houses. Always bear in mind the land area of
Sarawak is 124,450 square KM while Penang has only 1,048 square KM.
The road ahead of Sarawakian
seems to merge with those taken by the Penanites and that is to change the
state government inorder to bring a real change to the future of Sarawak. In the
2011 state election the opposition had secured 44.64% of the popular votes,this
should ring the alarm bell for the BN.
Sarawakian road ahead under the BN is a bumpy one just like the roads we are
having in Sarawak,full of portholes and danger. Over the years and decades, we
have seen how BN’s promises been broken and the
incomes and wealth distribution in the state unfairly tilted to the
politically well connected minority. With the BN leaders’ families and cronies
taking the majority of the wealth, the poor are getting poorer.
Roads and infrastructures
Talking about the roads,The Pan
Borneo highway is not a highway at all and to be more precise it should be
called “highway to hell” as so many lost their lives on this Pan-Borneo highway.
If one is to take a ride on the Pan Borneo highway, pray hard before you take
off as it is so dangerous;just last month alone, there were a few cases of
fatal accidents that claimed many precious lives on this road. The Latest one
happened on the 11th May 2012 where 4 lives were claimed.Sarawakians demand a
better Pan-Borneo highway and the construction of a dual carraige way has long
been overdue.
The roads in Sibu are notorious
for the portholes and settlement and we do not see any solution put forward by
the government to address this issue that is one of the main concerns of the Sibuhans.
The Deshon Road is a federal road
linking Sibu town to the airport and yet its conditions are worst than the
roads in many parts of Sarawak. Riding on Jalan Wong King Hoe linking the Salim
area to Sibu town centre is like an adventure to many. My friends from the
penisular Malaysia told me jokingly that it was an unforgetable experience
riding on the said road.

road to the airport is not even fully planted with lamp posts and its
conditions are beyong words to describe and countless accidents had happened
over the years.The Speaker of Selangor, Datuk Teng Chan Kim, asked me how much
is our state annual budget that the government can’t even afford to install
street lighting for such a short stretch of road.
How long do we have to suffer
like this before the government will do something to rectify the problems?
If the governmnet thinks that the
last minutes road upgrading prior to the election will swing the voters’
decision,think again. Peoples are fed up with this kind of vote buying exercise
as they feel that it is an insult to their intelligence.
Drains in Sibu are like monsoon
drains during the 70s where the water is allowed to find its own ways out to
the river. We can see the filthy conditions of the drains along Jalan Pedada
and Jalan Wong King Hoe,two of the main roads in Sibu.
Going into residential areas,we
cannot say that there is a proper drianage system in Sibu. The local authority
always blames it on the peak soil of the Sibu but how much effort has they put
in to see that Housing and commercial projects’ drainage and infrastructures are
properly laid and constructed?
On the other hand, if we look at
the commercial center at Lorong Chew Siik Hiong, the developer used concrete
foundation for the whole project and its infrastructures have no problem at
all. This shows that when we have the will to implement something the technical
know-hows is not a problem at all.
The problems in Sibu can only be
solved with more state government grant as the SMC always gives the excuse that
there is no available funds for them to improve the infrastructures. The state
government grant to the SMC is only 1 million for 2012 which is a far cry from
the actual requirement and we need urgent and immediate additional grant from
the state governent to improve the services of the SMC. If the state government
can not grant RM100 million, at least give us RM50 illion first to uplift all
the infrastructures in Sibu. With the 2012 budget of RM 4.4 billion, the state
government surely can afford this additional RM 50 million grant.
Housing dilemmas
The ways things are going, most
young Sarawakian would become squatters in the future as they can’t afford to
buy their own house. The prices of houses are soaring and are beyong the means
of most peoples; the asking price of intermediate terrace house in most part of
Sarawak is from RM350,000 while semi-detached house is from RM600,000. How can
we expect the youth to own their own houses when most are earning less than
RM1500 and below?
What had the state government
done to ease this most pressing problem? The PR government of Penang announced
in February 2012 the
allocation of RM500 million to the “Affordable Housing Fund” and that Penang
Development Corporation (PDC) will spearhead this project.
Now, the Honorable members of the BN bench
do not have to be protective as the old saying goes “truth hurts”. Just show
Sarawakians how much the state government has done on low cost housing and lets
Sarawakians judge for themselves.
Firewall,
Occupation Permit and Land Title
Tuan Speaker,
I am going to share with you and all the Honorable Members of this august House
a true story which many may not be aware due to the lack of coverage by the
non-Chinese media.
But
first of all I would like to express my sincere and heartfelt condolence again
to the Ling family who was at the heart of this sad tale in which 3- generation
of 4 peoples were brutally murdered on the 3rd of January 2012.
That
incident on the 3rd January 2012 at Lorong RTM 13/B1, Sibu, has
caught the attention of the whole nation where a family of 5 was brutally
murdered with only one surviving member, an eight (8) years old boy, Kelvin
Ling. The oldest was the grandma who was 68 years old while the youngest was
the 7 years old granddaughter who will never has the chance of attending the
Primary school as they were murdered just prior to school begins on the 4th
January 2012.
Together
with the the Honorable member for Bukit Assek,
I went to the crime scene after
10:00 am on that day after we were informed by the press. We saw how the
body-bags containing the murder victims been took out of the house and loaded
onto the police truck. As the news reported, tears rolled down my cheeks when I
saw how small the victims were judging from the size of the body bags been
carried out.
The suspect
was finally captured by the police; according to the suspect who was living 2
doors next to the murdered family, he crawled through the ceiling and entered
the victims’ house to commit the crime. He was able to do so as the firewall was
not properly constructed in between the terrace houses.
Records
showed that the row of terrace houses at Lorong RTM 13/B1 had been occupied
since 2008 and yet the firewall has not been properly built and the houses are
without occupation permit from the Sibu Municipal Council(SMC) .The residents
had been paying the assessment rates to the SMC since they moved into the
properties. The individual land title to the properties has not been issued as
well.
The
shocking post-murder news coverage had caused panic in Sibu and a lot of the
people in Sibu climbed onto the ceiling of their house to check whether there
is a firewall between their house and their neighbors’. I had received endless
calls from the residents of the Jalan RTM and other residential housing estates
because they are facing much of the same problems with the residents in Jalan
RTM. I had also received calls from other divisions of Sarawak asking about the
firewall and non-issuance of individual land titles after the murder.
Question
marks remain as to
1)whether
the Lorong RTM’s murder case can be avoided if the government enforces the
housing project strictly and firewalls in between the houses built according to
the master blueprint?
2)
Whether the local authority by collecting assessment rates from the house
owners is a kind of consent for them to move into their houses although the
Occupation Permits have not been issued by the local authority?
3) How
many houses in Sibu and Sarawak are without the proper firewall and how many
are occupying without Occupation permit?
4) When
would the homeowners at Jalan RTM be issued with the Occupation permit as they
cannot go to the local authority to get one themselves?
Talking
about the seriousness of the problems of properties without OP and individual land title, just
in my constituency of N.48 Pelawan there are several housing projects facing
the problems and the residents had been crying out for help for years without
any been given by the state government; these residential estates are 1) Lorong
Teku 17, 2)Lorong Teku 53, 3)Lorong Ulu Sungai Merah 51, 4) Lorong RTM
13B1/D1/D3 and, 5) Jalan Oya Lane 13.
Tuan
Speaker, how many more are there all over Sarawak? Maybe the Minister of
Housing would care enough to enlighten the House on this?
Tuan Speaker, The Housing
Developer's (Control & Licensing) Ordinance 1993 was enacted in 1993 and the
said Ordinance provides legislation to control and regulate housing
developments in the state of Sarawak and has been enforced since 1st January
1999.
In 2009, the Ordinance was
amended and is now known as Housing Developer's (Control & Licensing)
Ordinance (Amendment) 2009
The Objectives
1. To ensure that the Housing Industry
will build, complete and deliver the houses to the buyers with the stipulated
time frame.
2. To weed out the 'bad hats' in the
Housing Industry and hence safeguard the interests and image of the bona
fide developers.
3. To enhance the orderly and healthy
growth of the Housing Industry in the state.
4. To instill and maintain the
confidence of the house buyers in the Housing Industry.
So
let’s us look at the 4 main objectives of the Ordinance and see for ourselves
how many have really been achieved by the Ministry of Housing?
In my questions requesting for written
reply (Q No. 8) submitted in November 2011, I asked;

the Minister of Housing (written Answer):
On landed properties without titles
a) How many residential houses are there in Kuching, Sibu, Miri,
Bintulu, Sarikei and Limbang and Samarahan which are owner occupied but are without land titles? Please list out in detail for each division.
b) What are the causes for this non-issuance of titles and what steps has the government taken to make sure that these properties will be given title eventually?
c) What plans are in place by the state government to protect house buyers in Sarawak whereby the developers are allowed to sell houses even before the construction has started?

The written reply I got stated that for the
first half of 2011, there were 6909 houses which were occupied and only 2338 of
them got individual land title while there were 4751 without individual title.
That means only 1/3 of them got the individual title!
There
are many unscrupulous developers who are still active in the Housing industry
and the house buyers and potential house buyers are at their mercy when the
government fail to weed out the bad hats of the housing industry.
SCORE,
and yet where is the goal?
Our Chief Minister had in his winding up
speech in November 2011 emphasized the important of SCORE (Sarawak Corridor of
Renewable Energy) and how much high income employment opportunities it will
create for Sarawakians.
But the fact remains that many Sarawakians
are still leaving Sarawak and not many are returning to the state. May be the
Chief Minister would care to show us the figures of those leaving and those
returning to the state for the past 3 years?
Tuan Speaker, there is no point telling
this House and the Rakyat how useful and good SCORE is if the people cannot
feel the effects at all. Youths are frustrated that they have to leave their
beloved family to seek better paid employment in the peninsular Malaysia or
Singapore and their family are heartbroken to see their loved ones having to
leave them behind just so that they can provide for the family.
If SCORE is really that good,
why poverty is still a Hallmark of Sarawak? (Who said that, BN’s MP ,Alex Nanta Linggi,during the debate on the royal address in
parliament.)
According to the federal
Ministry of Finace, up to September 30th,2009, there are 10,531 families in
Sarawak in the category of hard core poverty and there are 14,528 household in the category
of poverty. Among these, 70% are Dayaks!
On the 14h May 2012,the opening
day of this session of Dewan Undangan Negeri, the Star carries on its front
page “ We want in”. The news reveales that the Dayak Chamber of Commerce and
Industry (DCCI) feels that they were been left out of the SCORE. Kapit MP was
reported saying that there had been no definite policy on how to accomodate
DCCI or the Dayak business community in SCORE. “We do not know where to go or who
to talk to.”says MP for Kapit.
It seems that there is more
steam than the actual opportunities provided by SCORE.
Tuan Speaker,30%
of rural Sarawak has no electricity and 41% are without piped water,this speaks
volume of the developments of Sarawak! PR’s Alternative Budget 2012 for Sarawak has RM 80.0
million allocated specifically to significantly reduce cases of hardcore
poverty in the state.
Bakun HEP’s
project should benefit all Anak Sarawak instead of power hungry aluminum
smelter plants such as the Press Metal Berhad in Bintulu and the question
remains as to why the BN state government cannot offer its Rakyat the electricity
tariff rates that it offers to Press Metal Bhd; at RM 0.10 per Kilowatt. What
is the use of having the HEP if the people cannot enjoy it?
Minimum Wages Policy
Let’s put on record that we are
all for minimum wages and believe that much need to be done to elevate the
incomes of the low incomes groups in Malaysia.
However,
the minimum wages policy announced by the PM recently is not a cure-all remedy
to relieve the people from the economic burdens as it is simply a political
agenda instead of an economy solution for Sarawakians.
The PM’s
announcement on the eve of the International Labour Day 2012 that the minimum
wages thresholds for Sarawak is RM800 is seen by many as a political ploy to win over the low incomes groups
without a strategic plan as how to make it works.
Many businesses have voiced their concern that
they might have to lay off some of their employees because the minimum wages
announced by the PM did not take into considerations of the economy situations
and they are worried that it only triggers off a spiral price hike for all
goods and services which can spell disaster for the low incomes groups in the
end.
The BN
government should set up a fund to subsidize the small and medium businesses so
that they do not have to lay off their employees and triggers a price hike for
all goods and services in the state. The government should come up with the
difference in order to make the minimum wages policy works or give incentives
to the small and medium business to make up for the differences until the time
the economy recovers and all the businesses are able to absorb the higher
labour cost.
The BN
should assure the people that they will not hike the prices of fuels, electric
tariff, and essential food items such as cooking oil, sugar, flour,milk
powder and fares for the public transportation system.
Tuan Speaker, the PR’s Fair Wage policy is where the state
will pay fully for the EPF contributions of those earning less than RM900 per
month and for 5% of the EPF contributions for those earning between RM901 to
RM1500 per month. This will cost RM300 million for approximately 250,000 individuals.
Crimes and security
Tuan Speaker, the murder case l mentioned earlier that occurred on the 3rd,
January 2012 is not an isolated case in Sibu. Last year there were several
murder cases and in one of those, a family of 3 was slaughtered cold bloodedly
and the case remains unsolved.
In my constituency of Pelawan, in the Rajang Park residential
area and Lucky road (opposite the police HQ incidentally) there were so many
burglary and break-in cases that the people are blaming the police for their
inability to protect them.
Although the Rela has been mobilized in Sibu town, the
general public complains that they are inefficient, poorly trained to do the
real police work. The deployment of Rela should spread over to the residential
areas as well and they should be organized to work in team of 4 instead of
twelve or more which is a waste of the man powers as well as the public funds.
The police always blame it on the lack of man power and the
Sibu KPD told us on several occasions that more police are needed to maintain
laws and order. The state government should pressure the federal government to
provide more police personnel to Sibu to combat crimes.
Tuan
Speaker, how well Sarawak prospers depends on the will of the BN government to
do what is right for the people and not as a mean for political gains. In this
House, let all the Honorable Members forget about our political differences and
focus on Nation building and People first policies.

吁请国阵政府履行他们的诺言
国阵加帛区国会议员亚力山大在国会参与元首辩论词中表示我们的泛婆大道都比不上西马半岛乡区的道路。他也指出西马半岛的联邦土地发展局(FELDA),农村与区域发展部(FELCRA)和橡胶小园主发展局(RISDA)的成就令砂州人民感到嫉妒。
这是从国阵国会议员道出的事实,不能被喻为民联误导砂州子民的言论。毕竟向来民联对于砂州发展的缺乏做出批评时,都被国阵定型为误导人民的言论。
砂州自1963年加入大马以来,砂州子民对于联邦政府对我们不平衡及不公平的待遇感到不满。类似“砂州是定期存款州”等等的言论是侮辱我们砂州人民的智慧和令我们难堪。因为我们清楚的知道在不公平和不平衡对待的后面是砂州子民对联邦政府的选票和国库做出多少的贡献。
路在何方?许多人发出这样的疑问,他们正在寻找出路。国阵履行他们许下的承诺的时间不多了。最近槟城民联政府宣布建造18,000单位廉价屋,每单位大约RM
72,500.那是民联执政的州政府在大马开拓的另一个里程碑。让我们扪心自问,砂州国阵政府建有多少间廉价屋及多少的屋价才被称为廉价屋。我们必须清楚,砂州的土地面积是124,450平方公里,而槟城的面积只有1,048平方公里而已。
砂州子民的前景必须以槟城做为借镜,就是要换掉州政府才能为砂州的未来带来真正的改变。在2011年州选举,在野党成功获得44.64%的选票。这已经敲响了国阵政府的警钟。
在国阵政府掌管下的砂州,人民前景坎坷,就好比砂州的道路一样。我们已经领教到国阵的言而无信以及腐败的政治因素导致州人民的收入和州内财富分配极度的不均。国阵领袖的家属和朋党瓜分了州内的多数的资源和财富导致贫者越贫的困境。
道路和基本建设
议长先生,说到道路,泛婆大道根本不配被称为大道。它应该被称为“通往地狱的大道”,因为已经拥有无数的生命在这道路上失去。如果有人要使用这条充满危机的道路,在还没启程前必须要祷告。单单在过去的一个月里已经发生多宗死亡车祸,许多人在这道路上丧失宝贵的生命。在5月11号又有4条宝贵的性命被夺走。
诗巫的道路丑名远播,我们没有看到政府采取措施来解决这诗巫人民最为关注的问题之一。德圣路是一条由联邦管辖的道路。然而,这条路连贯诗巫市区和机场的主要道路损坏情况比起砂州许多道路都来的差。
敦阿曼再迪阿都鲁斯路,这条连贯诗民公路和机场的道路竟然连健全的路灯设备都没有。过去几年拥有无数的交通意外在这道路上发生。有一次当我载着雪州议长经过这条道路时,他问我到底我们砂州政府的财政预算案是多少。当我告诉他是马币40亿时,他说不可思议这么富有的州属连路灯都不能供应给人民。我要问政府我们还要承受多久这么破烂的道路才能得到政府的注重?
如果政府想在选举来临前才提升道路,以期在最后一分钟可以动摇摇摆选民的决定,你们别梦想了。人民已经厌倦了这种变相的贿选方式,因为他们觉得这是侮辱他们的智慧。
诗巫的排水沟好比70年代的雨季时期的水沟,那些水是没有规律的寻找途径流向河里。我们可以看到诗巫两条主要道路旁的水沟还没有被提升为水泥和覆盖的水沟,水草丛生和充满杂物;他们就是政府执政无能的证据。
诗巫的住宅区根本没有拥有健全的排水系统。地方议会总是把问题归咎于诗巫的地质因素。然而,他们在房屋发展及商业发展计划的排水和基本设施上有没有做好监督的角色?
另一方面,如果我们看一下周锡宣商业中心,发展商在整个发展计划上使用打地基的方式来做为基础地面,故此这样的发展计划没有出现任何的后顾之忧。这说明,当政府有意解决问题,对于技术方面根本不成问题。
诗巫面对的民生问题需要州政府更多的拨款才能得到解决因为市议会往往跟那些求助于他们的人民说“没有经费”。州政府在2012年的财政预算案才给诗巫市议会马币
100万根本不足够协助诗巫市议会解决诗巫的民生问题。我们需要紧急和马上的拨款来解我们的燃眉之急。如果不能给马币一亿也要给马币五千万来提升诗巫的各项基本设施。我这个有求拨款另外马币五千万拨款给诗巫市议会对拥有年度预算案将近马币44亿的砂州政府来说不是一个负担不起的负担。
房屋困境
议长先生,年轻的砂州子民将成为将来的“无壳一族”。砂州房屋价格猛涨已经不是普通老百姓负担的起了;砂州大部分的中间排屋的售价从马币三十五万起。半独立屋的价格将从马币六十万起。在许多打工一族只能赚取RM1500或低过的情况下,他们如何有能力能够拥有自己的房子?
州政府曾做过什么来缓和这紧迫的问题?民联槟城政府已经在今年二月宣布拨出5亿令吉做为“廉价屋发展基金”,我们砂州政府呢?
现在,尊敬的国阵后座议员不要再保护政府和掩护政府的无能了。只要显示出州政府已经建造多少的廉价屋让砂州子民自行做出判决。
防火墙,入伙证和地契
议长先生,我要在这神圣的殿堂与尊敬的议员们分享一个真实故事。这个故事可能因为被非华文媒体缺乏报导而无法引起各位的注意。首先我要向发生在2012年1月3日凶杀案家庭再次表达我的真诚和衷心的慰问。在这悲伤的故事里,一家3代4人遭到杀害。
这宗引起全民关注的凶杀案发生在2012年1月3日,诗巫电台路。一家5口遇害,唯有年仅8岁的小男童林志祐侥幸存活。最年老的婆婆68岁,而最小只有7岁孙女已经没有机会在她有生之年完成她上小学的梦想因为死神在她上小学前的一天夺走了她的性命。
涉案的嫌疑犯最终被警方逮捕,他就是住在隔壁两间排屋的邻居。根据嫌疑犯的口供,他是通过天花板的空间爬到受害者的住家干案。他能够从天花板穿越隔壁,那是因为排屋的天花板没有防火墙的隔离。
记录显示该排排屋自2008年就已经入伙,但是房屋尚未有建立妥善的防火墙。虽然居民已经开始还门牌税,可是居民们却没有由市议会所发出的入伙准证。不用说都可以非常确定的是该排房屋还未拥有本身的土地地契。
凶杀案的新闻报道已经引起了诗巫人民的恐慌。许多诗巫的人民纷纷爬上住家的天花板查看是否本身的住家与邻居住家间中拥有做为间隔的防火墙。我收到无数次的投诉电话关于住家没有防火墙的问题。当中有来自电台路及其他住宅区的居民。在凶杀案发生后我也收到来自砂州其它地区的投诉电话,询问关于防火墙和房子没有地契的问题。
疑虑仍然存在:
1)电台路凶杀案或许可以避免,如果政府有严厉监督发展商在建造房子时必须依据蓝图的规定建造完整的防火墙。
2)地方议会开始向住户收取门牌税是否是一种默许住户可以迁入新屋的做法,即使市议会还未发出入伙准证?
3)在诗巫及砂州有多少房子没有完整的防火墙及有多少房子的住户在迁入新居时没有入伙准证?
4)在屋主本身不能前往市议会获取入伙准证的情况下,电台路的屋主将在何时可以得到当局发出的入伙准证?
谈论房屋没有入伙准证和土地地契问题的严重性。单单在我柏拉旺选区里就有几个房屋发展计划面对这些问题。居民们无法取得协助下欲哭无泪,然而多年来州政府对于这样的情况没有给予任何形式的协助。这些地区如(1)德古第十七巷
(2)德古第53巷 (3)乌鲁顺溪美拉51巷 (4)电台路13B1
(5)乌驿第13巷。
议长先生,在砂州各地有多少这样的问题?也许我们的房屋部长可以告诉我们全砂州的数据。我只能说,房屋部已经失去监控与执行的功能,虽然拥有1993年的房屋发展(管制和执照)条例。
房屋发展条例是於1993制定。该法令於1999年1月1日起执行,以用于控制和调节在砂州发展的房屋计划。
该条例曾在2009年被修改,现为房屋发展(管制与执照)条例。
目标
1.确保所有的房屋发展计划可以在限定的期限内完成建造,并且将房子交给购屋者。
2.在房屋发展业里铲除害群之马,以维护所有房屋发展商的利益和形象。

4.灌输和维持购屋者对房屋发展业的信心。
让我们来看看条例中的4大目标。当中有多少个已经被房屋部所实现?
我在2011年11月所要求的书面答复的提问(第8题)。我问;
8. 黄培根问房屋部长(书面答复):
关于没有地契的土地产业
a) 有多少住宅屋在古晋,诗巫,美里,民都鲁,泗里街,林梦和砂马拉汉已经入住,但是没有土地地契?请详细列出各别地区的数据。
b) 是什么原因导致没有发放土地地契?政府将采取什么步骤来确保这些产业最终可以得到土地地契?
c) 在先售后建的情况下,政府将实行怎样的计划来保障州内购屋者的权益?
我收到的书面答复(只有一部分)当中列出2011年上半年,砂州有6909户住家入伙,其中只有2338间房子获得地契。剩下的4751间房子还没获得地契。这意味着只有3分之1的房子获得地契。
部长无法提供给我在问题8(b)和(c)部分的答案,即使所有的问题都是那么的直接和简单。如果部长拒绝或无法提供这种问题的答案,可见那是多麽严重的情况。
砂州房屋发展(管制与执照)条例(修订)2009,仅是一张纸而已,根本毫无执法用途。
当政府无法有效的执法,有许多不法发展商依然活跃于房屋发展业。可怜的购屋者及潜能购屋者还要继续成为受害者。政府务必严厉对付害群之马,从而维护正当发展商的利益和现象。
如果说这条例存有漏洞,我们应该通过大家的力量一切来整顿。而不该让政治立场劫持了人民的切身利益。
砂州再生能源走廊(score),达到目标了吗?
我们的首席部长在2011年11月议会总结演说时强调砂再生能源走廊的重要性,他表示该走廊可以为砂州子民缔造高收入及造就更多就业机会。
但事实上,许多砂州子民仍旧离乡别井到外地就业,没有多少的人回来砂州工作。或许首长愿意提供过去3年,所有外流的人力资源及回来就业人数的数据。
议长先生,我们没有必要告诉议会和人民再生能源走廊(score)有多么的好。因为那是毫无意义的,如果人民在日常生活中无法感受得到。年轻人感到沮丧,为了可以争取更多的收入养家糊口,他们被迫离开自己心爱的亲人到西马或新加坡工作。
如果再生能源走廊(score)是那么的好,为什么贫穷依然成为砂州的一个标志?(那是国阵加帛国会议员在国会里说的)
依据联邦财政部的统计,截止2009年9月30日,砂州拥有10,531户家庭每月收入低于RM520(赤贫)。14,528户家庭每月收入是RM860,其中70%是达雅族。
议长,砂州有30%的乡区没有电流供应,41%没有自来水,难道这就是所谓的砂州发展!
民联2012年砂州替代财政预算案将分配80亿令吉于州内特定地区来助于减低贫穷率。
巴贡水力发电计划理应惠及砂州子民,好比给予民都鲁炼铝产的电费价格。问题是为什么砂州国阵政府不能给予人民这样的优惠,以每单位马币10仙的电流收费。如果人民不能从中取得利益,那么我们的巴贡的水利发电计划又有什么实际的用途?
最低薪金制
首先我们要告诉人民的我们同意应该有最底薪金制度和相信要提高低收入人民的生活水平。
可是首相最近公布的最低薪金制不是一项可以缓和及补救经济的措施,以减轻人民的经济负担。因为,那仅仅是一项政治议程而不是一个解决根本问题的方案。
首相在国际劳动节前夕公布砂州最低薪金制为马币八百,那样的举动被视为是拉拢低收入一群支持的政治伎俩。
许多企业家对首相的这项宣布表示关注,他们认为在经济考量的因素下,一些企业可能考虑辞退一些员工。他们担心联着而来的是通货膨胀将一触即发,最终受害的还是低收入的一群。
国阵政府应设立一个基金,以资助中小型企业,使他们不需裁员。避免触发州内所有的商品和服务价格上涨。政府应该区分出各行业的差距来鉴定最低薪金或给予中小型企业奖励,直到经济复苏后各企业有能力以高工资聘请员工。
另一方面政府也应该减轻人民的生活负担,他们应该宣布不会提高燃油,水电费,食油,白糖,面粉,牛奶和运输费等等的价钱来协助低收入人民。
民联制定公平的工资政策,政府将为每月赚取少过马币九百的一群支付公积金。对于那些每月赚取RM901至RM1500的人士政府将提供5%公积金的供款。这将花费马币3亿的计划惠及大约250,000人。
罪案与保安
议长先生,我之前提到发生在2012年1月3日的凶杀案,不是单一的案例在诗巫发生。去年发生多宗类似的凶杀案,其中一家3口被冷血凶徒杀害的案件依然还未破案。
在我的选区柏拉旺,在拉让花园住宅区和六区路(诗巫警察总部对面)有许多的盗窃和入屋抢劫的事件发生。人民责怪警方没有能力保护他们。
虽然,自卫团员参与市区巡逻工作,可是人民抱怨他们办事效率低,缺乏训练无法胜任警方的工作。自卫团组织应该以4人一组分配去住宅区巡逻,而不是12个或更多,多余的人员将浪费人力资源及纳税人的金钱。
我们曾多次被诗巫警区主任告知警力缺乏。他埋怨人手不足,无法有效的执行任务。砂州政府应该向联邦政府施压以增添警力来打击诗巫的罪案。
议长先生,砂州的繁荣将取决于政府以民为本的意愿,而不是政治利益而已。在这神圣的殿堂里,尊敬的议员们让我们抛开政治分歧,我们集中精神在建立以民为本的政策上。
议长,请允许我在还没结语前预祝我们所有的达雅兄同胞“丰收节快乐!”
