Tuan Speaker, thank you for allowing to
participate in the debate on Sarawak Budget 2015
Tuan Speaker, lets us recap what our CM has presented in his budget speech. First, he
reiterate that all the programmes and projects are to be implemented for the
benefit of the Rakyat. He also pointed out the importance of managing our
resource well and promote unity among the people.
Tuan Speaker, the CM presented a development
biased budget with the Rural development at the core of the development. We can
understand that as a developing state, the budget should concentrate on
developments and it is only fitting that the Sarawak Budget 2015 alloctaes 71%
on development purposes and 29%for operating expenditure.
However, why this 50% of the development
allocation of the proposed budget is for the implementing of programmes and
projects are in the rural area. Tuan Speaker, it seems that this is in respond
to the IMPIAN SARAWAK launched by the DAP!
Maybe the Impian Sarawak strikes fear in the
heart of the BN leaders and although they talk down about the Rakyat centric
IMPIAN Sarawak projects, they actually have felt the impact on the lives of the
people.
The call for UBAH is spreading from the urban
centre to Kawasan Luar Bandar that the BN fixed deposit seems not so secure
anymore?
The CM talks about enhancing government delivery
system, but how could it be possible if the the power is over cencentrated in
Petra Jaya while the local authorities are not given sufficient resources and
grants by the state government. That is why the state government must change
the way it deals with Putra Jaya and not reduce itself to one of the 13 states
in Malaysia and become a colony of the power that be in Putrajaya.
Tuan Speaker, we in the DAP has formulated our
plans and startegies on how to develop the state when we are in PETRAJAYA.
We suggest that the CM to take a look at our Bintulu Declaration passed by DAP
Sarawak in our AGM on the 26/10/2014 with the Theme" Toward Equal Partners
in Malaysia".
First I would like to applaud YAB CM for his
stand on keeping extremists, religious bigots and racists out of Sarawak.
Sarawak has no place for the likes like ibrahim Ali and the name "Ibrahim
Ali" is synonym to religious extremisim
and racisism in Malaysia.
Tuan Speaker, on the 1/11/2014, I went to the
central police station to lodge a police report against a publishing house and
the co authors of , INFO-DIDIK Sdn BHd for publishing and out on sale a
reference book Kertas Model Sebenar SPM Bahasa Malaysia for the seditious
content in the said reference book. In particularly the answers given by the
said Kertas Model which tried to paint a picture of Chinese are able to kill
the Malays and the vernacular schools are the reason that our society is still
fragile.
However, i must put on record my regret that a
cerain member of this house has uttered something which has a racial undertune
in this House on the 11/11/2014 during the debate on the Motion on "Crime
Reducing in Sarawak". Tuan Speaker, I am refering to the 5th
paragraph,page 68 of the Hansard on
11/11/2014. Member for Nangka during the heated debate has utter " As a
multiracial country, Malaysia, I am also very sad that still many of YOU cannot
speak Bahasa very well after 51 years of Merdeka. That is, should SHAME on you
rather than reporting that you cannot speak Bahasa." This sounds like
Ibrahim Ali as "Many of You" seems to point the finger at the Chinese
in general and thus the racial undertone is obvious.
Tuan Speaker, I wish to bring the attention to
this House that under Article 161 of the Federal Constitution states that
"no act of Parliament, terminating or restricting the use of the English
language, shall come into operation until the Act or relevant provision of it
has been approved by an enactment of the Legislature of that State."
Tuan Speaker, Article 26 (8) of the Sarawak
Constitution provides that "for a period of 10 years and thereafter until
the Legislature by law otherwise provides, all proceedings in the Dewan may be
in the English language, and subject to the standing orders of the Dewan
Undangan Negeri, members may use any native language in addressing the
Dewan."
The learned member of Nangka should not be
ignorant of the constitution and special position of Sarawak and put to shame
those who cannot speak Bahasa "very well".
Tuan Speaker, we must understand that there are
many who can't speak Bahasa fluently but that are not of their making, many
underprivileged did not have the chance to go to school and even those who did
go to school must not be exposed to Bahasa during the early years of the
formation of Malaysia as English is the official langguage of Sarawak. Likewise
we can't labell those who can't speak English or our native langguage very well
as "shameful".
I hope the member for Nangka should come to his
sense and apologise for his statement as i know he is a nice person and through
my visit to him during Hari Raya i met his mother who speaks Foochow and I
believe the member for Nangka should not be a racist.
Tuan Speaker, we should all do our parts to help
our CM in Sarawak a land for all Sarawakian regardless of your racial and
religious background and the Members of this house shoulf lead by example as
this August House is the highest decision maker in the land and people are
looking to us for leadership and example.
Tuan Speaker, Malaysian are still in grief over
the lost of MH17 and MH 370, two tragic incidents that we still have not found
the closure. We know we cannot avoid air travel but we hopethe authorities
concerned should make air travel as safe as possible. Airport terminal is the
place where we depart or arrive and it is a place where safety must be the
priority.
However, it came as a shock when i was informed
that the Sibu Airport could be unsafe and doesnt even has the basic Fire
Certificate required under the Fire Service Act 1988 and i am sure under the
regulation of the DCA.
Tuan Speaker, I was informed that all the 14 high
pressured water Hydrants at the Sibu Airport are not functionable as the water
pipes that liked them to the source of the water has busted and thus there is
no water supply to the said hydrants. If fire broke out then the consequence is
beyond words.
I call on the Minister for Public Utilities to
act immediately and call for an audit of the safety of the Sibu Airport by the
DCA and the Bomba without any delay as safety of the people cannot be taken
lightly and the state government has been truly informed.
Tuan Speaker, people in central region of Sarawak
who utilizes Sibu Airport have been complainng that the air fares to and from
Sibu-KL or Sibu-JB are one of the most expensive in the country especially
during festive seasons where a return tickets to and from Sibu-KL could go up
to RM1400 which is more than the return airfares from KL- China. I hope the
state government will look into the artificially inflated price and do
something about it.
Tuan Speaker, the Budget 2015 of Sarawak
presented a development bias and rural bias outlook which is quite appropriate
for Sarawak.
The Estimated of Revenue and Ordinary
Expenditurefor 2015 reveals that under Kod 72000, compensation in lieu for 2015
is RM 1.716 billion which is much lower than that of 2014 which stood at
RM2.866. It is alarming that there is a reduction of RM 1 billion and it still
contributes to 33% of our state revenue for 2015. This shows how reliance we
are on this source just like the reliance the country placed on the oil and
gas.
The uncertainty of the revenue should send the
state government a clear message,i.e, the royalties in lieu of our oil and gas
right must be protected and enhanced inorder to bring the necessary revenue to
develop Sarawak.
Tuan Speaker, the resolution passed by this House
in May 2014 meeting to increase the royalties in lieu of oil and gas right must
be honored by the federal government and Sarawak must stand firm on our stand
that this is not something we can compromise.
There is news reporting that Petronas has sent a
delegation to meet the CM and his cabinet and that the negogiation on the
imcrease of royalties has reached a deadlock. I call on the CM to inform this
August House on the progress or deadlock if any.
Tuan Speaker, if Petronas found it hard to give a
fair equitable share to Sarawak on what is rightfully ours then maybe we can
ask them to leave our soil and I am sure we can find those who are willing to
work with us to explore our oil and gas.
We have to send a clear reminder to the federal
government as well that Sarawak has contributed immensly to the governemnt's
coffer especially from 1997 onward where almost 1/3 of the country's revenue come from oil and gas and Sarawak is
the single biggest contributor to that source of revenue. It is time Sarawak
get a fairer and equitable share of our natural resources and it is time that
Sarawak government stand firm on this matter.
Tuan Speaker, DAP Sarawak has on the 26/10/2014
passed the DAP 2014 Bintulu Declaration with the theme Towards Equal Partners.
The Bintulu Declaration revisited the formation of Malaysia on 16/9/1963, 51
years ago,where 4 nations, namely Sarawak, Sabah, Federation of Malaya and
Singapore agreed to the formation of a new country; Malaysia.
The Bintulu Declaration is DAP's promise to the
people of Sarawak and its call on the Government to implement the reforms and
policies so as to achieve the "Equal Partners" ideas.
There are two dimension to equal partnership as
following:
1)The first is Equal partners between Sarawak and
West Malaysia:
i) call on the federal government to respect the
true spirit of the formation of Malaysia that Malaysia in a secular state where
freedom of religion shall be upheld,
ii)to empower Sarawak state government with
sufficient revenue for the development of Sarawak to be up to par with the west
Malaysia by giving 20% royalties and %0% of all tax revenue generated and
collected in Sarawak,
iii) To review the 9th schedule of the federal
Constitution to devolve powers of education and health care to Sarawak as well
as allowing Sarawak to have some autonomy over its own police force,
iv) to create the position of Minister for
Sarawak Affair who shall have the fina decision on all federal matters in
relation or affecting Sarawak, and
2) Equal partners amongst Sarawakians:
i) To adhere to the princples of transparency,
fiarness and clean governance,
ii) to ensure transparency and accountibilities
to reduce corrupt practices and abuse,
iii) to implement a fair and equitable land
policy for all, and
iv) To implement the "Home Ownership
Scheme" by building good quality and reasonably priced houses for the
middle and low income groups,
v) To reform the public transportation system,
vi) To manage our natural environment and
resources,
vii) To adoptan inclusive and diverse education
system for our multi racial society.
I hope the CM can emulate our Bintulu Declaration
and bring about the reform necessary to propel Sarawak forward to be a
developed state by 2020.
议长先生,感谢您让我参与2015砂州财政预算案的辩论。
议长先生,让我们回顾一下首长所发表的财政预算案讲词。首先,他重申所有实行的计划和项目皆是为了人民的利益。他还指出,管理我们的资源以及促进人民内部团结的重要性。
议长先生,首长提出的偏发展预算案与农村发展是发展的核心。我们可以理解,身为发展中的州属预算应该集中在发展,那只是设定2015年砂州预算案71%用于发展用途及29%用于营运开支。
但是,为什么这50%的预算发展拨款用于实施郊区计划和项目。议长先生,看来这是应对行动党在郊区所推行的“砂拉越之梦”。
或许“砂拉越之梦”对国阵领袖形成恐惧。虽然他们参阅以人民为中心的“砂拉越之梦”计划,实际上他们已经感觉到人民所面对的生活压力。
改变的呼声已经从市区蔓延到郊区,因此国阵的定期存款似乎不是那么的安全了!
首长表示要加强传递系统,那怎么可能,如果权利过于集中在布城而有州政府管辖的地方政府没有充足资源和拨款。这就是为什么州政府必须改变与联邦政府的交际方式,而不是自我矮化,从13个州属之一的地位变成一完全被联邦掌控的殖民地。
议长先生,我们行动党已制定一套计划和策略,关于有一天我们进驻布城的时候如何发展砂州。我们建议首长参阅我们在26-10-2014党员代表大会上所通过的民都鲁宣言,主题为“马来西亚的平等伙伴”。
首先我要赞扬首长一直持着鲜明的立场,保持砂州不受极端分子,宗教偏激和种族主义者的干扰。砂拉越无法接受依布拉欣阿里,因为他“依布拉欣阿里”这名字在马来西亚代表了宗教偏激和种族主义。
议长先生,在1-11-2014我前往诗巫中央警局报案。我针对一家名为INFO-DIDIK Sdn BHd出版社和其共同作者,出版及售卖一本含有煽动性内容的试题参考书做出投报。该本大马教育文凭国文模拟试卷参考书所提供的部分答案尝试塑造华人杀害马来人不确实的历史背景,也因此造就种族团结在我们这个社会依然脆弱的煽动性内容。
我必须记录在案,我感到遗憾。在11-11-2014在议会殿堂辩论“减少砂州罪案”动议的时候,一些议员在辩论时的发言包含了种族色彩。议长先生,我是依据11月11日会议记录第68页,第5段所记载的言论。在辩论进入火热的时段,南甲区州议员在辩论的时候表示“做为多元种族结构的马来西亚,我感到非常遗憾,在国家独立了51年后依旧有许多像你们这样不懂得说好国语的人”也就是说,那是可耻的。
议长先生,联邦宪法第161条文阐明“国会没有法令规定,终止或限制使用英语,可以继续使用直到有相关法案或相关规定在立法机构制定和通过”。
议长先生,砂州宪法第26(8)阐明“为期10年,在州议会还没有通过新的法令之前,所有议会的程序过程可以使用英语。在议会常规的规定下,议员们可以在议会里使用各种土著语言来表达”。
南甲议员不应该愚昧的漠视宪法和砂拉越的特殊地位,以及取笑那些无法使用流利国语的人。
议长先生,我们必须明白,许多人无法讲一口流利的国语,这样的情况不是他们想要的。因为许多弱势群体根本就没有机会上学接受教育。即使有机会接受教育,可是在早期独立之前砂州的官方语言是英语。
我希望南甲州议员可以意识到本身的言论不当,并且就此道歉。因为我知道他是一个不错的人,透过开斋节登门拜访时,我遇到他的母亲,她可以讲一口流利的福州话,我相信南甲州议员不是一位种族主义者。
议长先生,我们都应该尽心尽责的在砂州这片土地上,不分种族和宗教背景的来协助我们的首长。在这神圣的殿堂里身为最高决策者的议员们应该以身作则,身为好的领导及为人民树立好的榜样。
议长先生,马来西亚仍然在哀悼失事的MH
17和MH
370,两起悲惨的空难事件依旧还没有了结。我们知道在旅游时无法避免使用航空,但是我们希望有关当局应该尽可能的确保航空飞行的安全。机场终点站是一个离开和抵达的地方,这个地方的安全务必受到优先考量。
然而,我感到震惊,当我得知诗巫机场是不安全的时候。机场竟然没有获得在1988年消防法令下所规定的消防证书。并且我确定是在民航局的调控下。
议长先生,据我所知,在诗巫机场的14个高压消防栓全部无法使用,原因是这些输送水源的地下水管已经破裂,因此无法供应水源给消防栓。如果发生火灾后果将不堪设想。
我呼吁公共事业部长必须立即采取行动,为了确保人民的安全,民航局和消防与拯救局应该全面检测诗巫机场的安全性,一切检测工作必须据实的向州政府汇报。
议长先生,使用诗巫机场的砂州中区人民皆抱怨从诗巫飞往吉隆坡或诗巫飞往柔佛的机票是全国最贵的,特别是在佳节期间,诗巫与吉隆坡的来回机票高达1400令吉。这样的价钱就好比吉隆坡飞往中国的机票价钱。我希望州政府可以介入改善这些因人为因素所引发的票价高涨。
砂州2015年财政预算案呈现出了偏发展和偏郊区,这样的预算案对砂州前景是非常合适的。
2015年预算收入和普通开销显示出,在Kod
72000下2015年的补偿金是17亿1600万,那远远低过2014年的28亿6600万。令人感到震惊的是当中减少了10亿,但在2015仍然可以贡献给砂州33%的税收。这显示出我们是多么的依赖这天然资源就好比国家如何的依赖石油和天然气。
州政府应该在收入不稳定的状况中得到明确的讯息。即我们石油及天然气开采税的权利必须受到加强和保护,因此可以为砂州带来所需的收入以发展砂州。
议长先生,在2014年5月砂州议会通过的要求增加石油及天然气开采税的动议必须要求联邦政府兑现,砂州必须要坚定我们的立场,因为这是不可以妥协的。
依据新闻报导国油公司已经派遣代表会晤首长。内阁针对增加石油及天然气开采税的谈判陷入僵局。我在此呼吁首长向议会透露相关的进展,即使有面临谈判的阻碍。
议长先生,如果国油公司觉得给予我们应有及合理的开采税要求感到困难,那么或许我们可以要求他们离开砂州,我相信我们可以找到真正愿意和我们合作来开采石油及天然气的公司。
我们已经明确的提醒联邦政府,从1997年开始国家3分之一的收入是源之於砂州的石油与天然气。砂州是唯一提供这些资源收入的最大州属。是时候给予砂州一个公平和平等的资源回馈,也是时候州政府站稳立场来争取我们应得的利益。
议长先生,砂州行动党在26-10-2014通过了民都鲁宣言。宣言的主题为平等伙伴。民都鲁宣言再次提及51年前,砂拉越,沙巴,马来亚联邦和新加坡4个国度同意共同组成新国家;即马来西亚。
砂行动党的民都鲁宣言向砂州人民承诺将呼吁州政府实行及改革政策,以达致“平等伙伴”的地位。
平等伙伴可分为以下两个层面:
1) 第一就是砂州和西马半岛必须拥有平等的伙伴地位:
i)
呼吁联邦政府尊重共组精神,那就是马来西亚是世俗国,人民享有宗教信仰的自由。
ii)
权利下放给砂州政府,让砂州有足够的收入,在发展方面可以达到与西马半岛的标准。提高砂州石油及天然气开采税税至20%及0%征收砂州收入的税务。
iii)
重新检讨在联邦宪法第9章当中所记载的;下放教育和医药保健的权利给砂州,以及允许砂州在警力控制方面有一定的自主权。
iv)
设立砂州部长理事会,该理事会拥有最终的决策权来决定一切联邦事务及关乎人民利益的事项。
2) 平等伙伴其中包括砂州人民:
i)
要坚持透明,平等和廉政的治理原则
ii)
要确保透明度和问责制,以减少腐败和滥权的行为。
iii)
实现一个公平及平等的全民土地政策。
iv)
实行“居者有其屋”的房屋计划,建造品质好,价钱合理的房屋让中下阶层的人民有能力购买。
v)
重组公共交通系统
vi)
管理我们的自然环境和天然资源。
vii)
要采取包容性和多样化的教育体系提供给我们多元社会的需求。
我希望首长可以效仿我们的民都鲁宣言,并且带来必要的改革来推动砂州迈向2020年的发展。
