YB David Wong's 2nd motion during May 2017 Dewan sitting

Re: Standing order 23, Notice of Motion
This serves to give notice under Standing Order 23 that the undersigned, ADUN for N. 54 Pelawan, shall move the following motion at the above Dewan sitting during the current session:-


WHEREAS the Minister for Local Government has voiced his displeasure that Sibu with a population of 240,000 has more than 130 community leaders while Miri which has a population of more than 300,000 has only 28 community leaders.

AND WHEREAS the local community leaders such as Kapitan, Penghulu, Pemanca and Temenggong are paid monthly allowances by the state government, their appointment must be transparent.

AND WHEREAS the community leaders are appointed to serve the rakyat in the community regardless of their political affiliation, they should be apolitical.

AND WHEREAS the current appointment system has been much criticized as a system for BN component parties for political reasons and thus lose its credibility.


THEREFORE IT IS MOVED THAT THIS HOUSE HEREBY RESOLVES THAT:-


1.       All community leaders to be appointed must be apolitical, those who belongs to any political party must resign from the said political party immediately,
2.       The community leaders must be literate in English or Bahasa Malaysia so as to be able to serve effectively.
3.       They must take turn to be stationed at the District Office or the Residence Office to serve the rakyat.
4.       Their appointment must only through recommendation of a local NGO such as the United Chinese Association or Persatuan Tempatan.”
