This serves to give notice under Standing Order 23 that the
undersigned, ADUN for N. 54 Pelawan, shall move the following motion at the
above Dewan sitting during the current session:-
“WHEREAS despite inheriting the best traditions of the Westminster
Parliamentary system, Sarawak DUN is commonly seen as nothing more than a
rubber stamp, unable to check and balance the ever-expanding executive power
held by the government of the day.
AND WHEREAS much-needed democratic and institutional reforms to
restore the important principle of the separation of powers among the
executive, legislature and judiciary to ensure the independence, credibility,
professionalism and integrity of our national institutions
AND WHEREAS parliamentary reforms should be the sole prerogative
of Parliament and not contingent on Executive or Cabinet approval.
THEREFORE IT IS MOVED THAT THIS HOUSE HEREBY RESOLVES THAT:-
The Dewan to set up a special select committee, which
include members of the opposition, chaired by the Speaker to look into DUN
Sarawak reform as following:
1. Removing
restrictive Standing Order and ensuring greater impartiality by the Speaker.
2.
PAC should be chaired by a member of the opposition.
3. All
questions regardless of whether they are for oral reply or written reply should
be supplied with the answer.
4. Scrapping
the system of constituency development funds for ADUNs and replacing it with
allocations for ADUNs’ offices and administrative needs, including engaging
research officers and staffs for the ADUNs’ office.
5. Live
TV telecast of the DUN debate to ensure the Rakyat know what their
representatives are doing in DUN.
6.
Increase session of meeting to three (3) per annual and increase the number of
days of sitting for each session.”
